    1. Green Chemistry at NSF International: The Design for the Environment Formulator Program and CleanGredients ™ Non Food Steering Committee Fall 2006 Clif McLellan, Director of Toxicology NSF International

    2. 2 NSF & Green Chemistry CleanGredients Ingredient Review DfE Formulator Program

    3. 3 CleanGredients™: A one–stop–shop for green formulation Online database of institutional and industrial (I&I) cleaning ingredients Helps companies formulate products with human and environmental health benefits and to meet: Corporate internal objectives Global regulations Voluntary product recognition programs (DfE Formulator) National and international eco-labels. Helps suppliers to showcase and market such ingredients.

    4. 4 First Ingredient Class: Surfactants Tier I attributes – Required and third party reviewed. Biodegradability Aquatic Toxicity Degradation byproducts of concern Tier II – Required if known Sensitization Irritancy Acute mammalian toxicity VOC content Presence of APEs Endocrine disruption Biobased source Tier III - optional but environmentally relevant: Potential environmental benefits (i.e., resource conservation) Life cycle assessments and/or risk assessments Suggested applications

    5. 5 CleanGredients Requirements Full ingredient formulation information: Data for Acute Aquatic Toxicity and Biodegradability: Ingredient Biodegradability Requirements Ultimate biodegradation. (>60% in 28d) DfE Screen for Surfactants Listing Criteria

    6. 6

    7. 7 CleanGredients Services Provided by NSF Performing and reviewing literature search on Tier I data, Retrieving relevant studies Obtaining confidential component information if required Reviewing submitted biodegradation and aquatic toxicity studies Determining analogues, if required Running models, i.e. ECOSAR, if required Provide feedback letter regarding the results of review Entering of Tier I data into the database.

    8. 8 Download “Quick Start Package” at http://www.nsf.org/business/laboratory_services/cleangredient_lab/CleanGredient.asp Submit CleanGredients Ingredient Information Form Submit any internal test data on biodegradability or aquatic toxicity. Submit the above information to: Teresa McGrath: tmcgrath@nsf.org, 651-493-4247 How to Get Started

    9. 9 DfE Formulator Program Encourage the development of safer chemical formulations by Providing information and consultation to formulators Recognizing Partners with chemical formulations that are safer than other products in their class Floor and carpet care products Laundry detergents Holding tank treatments Surface finishes New areas: Consumer products Reduced-risk pesticides(?)

    10. 10 Formulator Program Criteria DfE recognizes products that are the most protective in their use class. Ingredients are compared, on a hazard basis, to others in the same use class. For more detailed information on Criteria please visit http://www.epa.gov/dfe/pubs/formulat/formulator-review1.pdf

    11. 11 Recent Changes to the Formulator Program DfE now requires Formulators to have their products reviewed by a a qualified third party before submitting to DfE due to increased interest which surpassed EPA’s capacity to process requests for partnership.

    12. 12 Steps to Formulator Review

    13. 13 DfE Formulator Program Services Provided by NSF Performing and reviewing literature Retrieving relevant studies Obtaining confidential component information if required Reviewing submitted biodegradation and aquatic toxicity studies and human health studies Determining analogues, if required Running models, i.e. ECOSAR, if required Provide feedback letter regarding the results of review and send recommendation to DfE.

    14. 14 Formulator Review Fee Structure

    15. 15 Mutual Benefits of NSF Implementing Formulator Program NSF Consistent with NSF Mission Interest in the program is established and growing EPA Lifts financial burden of contractor reviews from DfE Allowed to shift to new areas of focus Formulators Quicker recognition Effective marketing tool for safer products Consumers Meets demand for trustworthy recognition of safer products

    16. 16 Download “Quick Start Package” at http://www.nsf.org/business/laboratory_services/cleangredient_lab/Formulator.asp Submit DfE Formulator Product Information Form Submit any internal test data on the product or individual ingredients Submit the above information to: Teresa McGrath: tmcgrath@nsf.org, 651-493-4247 How to Get Started

    17. 17 Plan Forward: NSF Roles CleanGredients™ NSF to review incoming submissions NSF to help develop new ingredient classes Third Party implementation of Formulator Program NSF to implement program Considering certifying against other Green Standards ANSI Standard/certification developed by NSF, EPA & DfE, GFI, users and manufacturers.
