  4. What is this project? Consider additional access to I-90 due to: • Population growth to the west • Travel demand for current and future conditions • Emergency vehicle response times • Crash location access along I-90 • Economic revitalization of Barrington Road corridor

  5. What are the existing access conditions? • Northbound Barrington Road ramp to Eastbound I-90 • Southbound Barrington Road ramp to Eastbound I-90 • Westbound I-90 ramp to Northbound Barrington Road • Westbound I-90 ramp to Southbound Barrington Road

  9. What is the current study step? • Collect data to identify transportation issues and concerns: • Existing roadway and land use plans • Traffic, crash, bicycle and pedestrian data • Population and employment forecasts • Local and regional comprehensive plans • Solicit input from stakeholders

  10. How is the collected data used? Transportation Needs Problem Statement Community Concerns Data Collection Purpose and Need Traffic Analysis Technical Evaluation Safety Analysis

  11. Who are the stakeholders? Anyone that lives or works within, owns property or has a vested interest in, or travels through the project area, such as: • Property Owners • Residents • Businesses • Non-Profit Organizations • Elected Officials • Regulatory Agencies • Policy Advocates • Travelers

  12. How are stakeholders involved? Stakeholder Involvement Plan (SIP) • Framework for stakeholder involvement • Identifies roles and responsibilities of participants • Establishes timing of stakeholder activities • Continuously evolving document • SIP is available for review tonight and is on the website for review at any time

  13. What are the next study steps? • Form the Community Advisory Group • Analyze existing conditions and deficiencies • Identify issues and concerns • Integrate the technical analysis with the community context evaluation • Define the “Problem Statement” and “Purpose and Need” of the project

  14. What is Context Sensitive Solutions? • Context Sensitive Solutions (CSS) involves stakeholders in the project development process • CSS reflects the project surroundings – its “context” • CSS addresses all aspects of a project: • Safety and mobility • Community • Environment • Usability

  15. What are CSS goals? • Understand stakeholders’ key issues and concerns • Involve stakeholders in the decision making process • Apply flexibility in design to address stakeholder concerns • Achieve a general understanding of agreement among the stakeholders

  16. What is a CSS general understanding of agreement? A general understanding of agreement has been reached when the stakeholders agree that their input has been heard and duly considered, and the process as a whole was fair.

(Project Consultant) • Project Role • Collects and analyzes data • Promotes partnership • Ensures requirements are met • Renders the final decisions

Community Advisory Group (CAG) • Project Role • Provides insight into issues and concerns • Identifies potential solutions/implementation • Meets in a workshop format • Group Members • Property Owners • Residents and Businesses • Non-Profit Organizations • Commuters • Local Government and Agency Representatives
