  2. What is the Union for the Mediterranean? Six priority projects: • The de-pollution of the Mediterranean Sea • The establishment of maritime and land highways • Civil protection initiatives to combat natural and man-made disasters • A Mediterranean solar energy plan • The inauguration of the Euro-Mediterranean University in Slovenia • The Mediterranean Business Development Initiative focusing on micro, small and medium-sized enterprises (UN Official Website)

Links to France,Direction of Research • France spearheaded establishment of Union for the Mediterranean • Sarkozy’s Initial Plan: Mediterranean Union • Research Questions • RQ1: Why did Sarkozy initiate this proposal for the Union for the Mediterranean? • RQ2: What does the Union for the Mediterranean (and Sarkozy’s initial proposal) represent in terms of French foreign policy during the Fifth Republic? Does it represent continuity or change? • To analyze these questions: • Place in context • Use existent literature (on French foreign policy, Sarkozy, and the Union) to gain insight • Hypotheses • H1: Both systemic and individual factors influenced Sarkozy’s decision to spearhead a Union for the Mediterranean. • H2:The Union for the Mediterranean represents a change in post-Cold War French foreign policy.

  4. Significance of Study • Current: very little literature on Union in general, none of which addresses these two questions • Both French and English literature being used for study, providing a broader and more accurate range of perspectives and ideas • Importance to overall field as a whole

Preliminary Findings • H1: Both systemic and individual factors influenced Sarkozy’s decision to spearhead a Union for the Mediterranean • The impetus behind Sarkozy’s establishment of the Mediterranean Union seems to be both individual and systemic • History of advocacy, political/electoral links, view of France’s role in world affairs (further research) • Cooperation-focused system pushed Sarkozy to try to distinctify France, reversion to old balance-of-power politics? • H2: The Union for the Mediterranean represents a change in post-Cold War French foreign policy • The case study of the Union for the Mediterranean seems to represent a change in post Cold War French foreign policy • Systemically • Individually

Existent Literature and Continued Research… • Other findings in regards to H1: • Anti-Turkey/Europe preservation move • France as pawn of European Union • France as ally of the United States, consolidation of Middle Eastern Power • No mention of individual influence • Other findings in regards to H2: • Systemic: No study yet found which investigates the case of the Union for the Mediterranean in relation to the evolution of French foreign policy over time • Individual: Sarkozy’s apparent links to de Gaulle • Continued Research: • Literature review • More in depth investigation of individual level of analysis
