  2. The Rationale for NM ELITE • There exist several “pain points” within the current WIC IS such that a total overhaul of the application is necessary. The current WIC IS: • Lacks functionality in a number of the requirements delineated in the FNS WIC Functional Requirements Document (FReD v2.0). The current NM WIC IS does not meet fifty-two percent (52%) of the requirements outlined within the FReD. For example, page 3-111 of the FReD illustrates ten (10) requirements on the functional decomposition diagram for Financial Management (FM). The current WIC IS does not meet any of the FM listed requirements. • Does not employ modern web-based technologies for advanced user interface and usability features • Was developed using increasingly obsolete technologies that present a significant risk of system failure and exponential application maintenance cost increases going forward • Does not provide adequate capability for State and Local Agencies/Clinics ad hoc and system-wide reporting. The clinics require operational and management ad-hoc reports; however, the current NM WIC IS does not provide any ad-hoc reporting capability.

  3. The Rationale for NM ELITE (cont.) • There exist several “pain points” within the current WIC IS such that a total overhaul of the application is necessary. The current WIC IS: • Does not provide seamless support for the NM WIC model of practice using modern technologies such as multi-channel access and integrated data interfaces with program partners (e.g. NM Immunization Services) • Does not include many features of current generation systems that improve efficiency and enhance program integrity • Does not provide a centralized database to provide up to the second updates of required information

  4. The Vision for NM ELITE NM ELITE will be a robust, technologically-dynamic and configurable application that can meet the evolving needs within the WIC industry. This application shall leverage both the best practices as defined by the Food and Nutrition service (FNS) within the USDA and the tools and strategies used throughout the modern technical landscape.

  5. Gartner’s Role • The consulting arm of the Gartner Group has played a heavy role in identifying our current gaps between industry best practices and “as-is” business processes and technology. Gartner has worked with the NM WIC Program to draft all deliverables described within the Planning Advance Planning Document (PAPD) • All activities completed with Gartner have been in accordance with the USDA FNS Handbook 901, which establishes all methodologies for WIC and SNAP MIS projects.

  6. Initiation Amount Requested: $200,000.00 This initiation request will be used to hire a Project Manager exclusively dedicated to the NM ELITE effort.
