Electronic Student Management System (ESMS) Project Abstract Prior to July 1, 2010 the State of New Mexico has relied upon a single test score from the New Mexico High School Competency examination to determine the high school student’s readiness to graduate. In the redesign of the high school assessment system, New Mexico is implementing several standards based options for students to demonstrate high school graduation competency. New Mexico students select a variety of pathways into the workplace, some emphasize additional academic post-secondary preparation and others emphasize workplace readiness and work experience. Multiple assessments are provided for students by: 22-2c-4.1 (A) (3) “in grade eleven, in the fall one or more of the following chosen by the student: a college placement assessment: a workforce readiness assessment; or an alternative demonstration of competency using standard-based indicators. All students at the specified grade level shall participate in the readiness assessment system at no cost to the student.” 22-13-1.1(L) Beginning with the 2010-2011 school year, a student shall not receive a New Mexico diploma of excellence is the student has not demonstrated competence in the subject areas of mathematics, reading and language arts, writing, social studies and science, including a section on the constitution of the United States and the constitution of New Mexico, based on a standards-based assessment or assessments or a portfolio of standards-based indicators established by the department by rule. Students, school counselors, post secondary educational institutions and employers need a system for evaluating and organizing student accomplishments and determining whether high school exit requirements have been met.

Electronic Student Management System (ESMS) Project Abstract Continued New Mexico’s proposed Electronic Student Management System (ESMS) will embed a set of tools into a student interactive web-based management application to help 11th graders complete their exit exam(s) requirements. It will also help ensure that students are prepared for college or careers upon graduation from high school. ESMS in collaboration with the web based management application: • Will maintain compliance with NCLB standards; • Will provide flexibility to personalize the portal for each school district; and • Will provide flexibility to personalize the application according to local diversity and special education requirements. • Will provide online content creation, storage and sharing in an innovative, student-centered, educational solution unconstrained by time and place. • Will provide platform for measuring and communication student progress for a local, regional, and global workforce. In FY2008 HB2 appropriated $1.5 million to advance and monitor the preparation of 11th grade students for work and education after high school. This appropriation was carried over in FY2009, from the initial appropriation in FY 2008. When completed, the ESMS application will: Student Viewpoint: Provide a comprehensive, interactive, electronic one-stop for determining whether the student can demonstrate high school exit requirements necessary for graduation. This includes one or more standards-based assessment or assessments or a portfolio of standards-based indicators. Since the statute also specifies that the student takes at least one college or career readiness assessment or provides an alternative demonstration of competency using standard-based indicators, resources where students can research, plan, update credentials, upload test scores, prepare for testing, complete career assessments and inventories, apply online to college, locate funding for college or workplace training, provide career and workplace planning options, create a resume, share artist/service portfolio in slide or catalogue format, or create a campus community forum including video capability will also be incorporated. District Viewpoint: Provide a comprehensive, interactive, electronic one-stop to upload, store, display, retrieve, and update student Next Step Plans, follow student progress in meeting high school exit requirements; and have a way to have up-to-date student information from students who transfer in and out of schools or districts. Agency Viewpoint: Provide a comprehensive, interactive, electronic one-stop to upload, store, display, retrieve, and update student test scores, career readiness indicators, and how on-track students are to graduate.
