Context and Background • Portsmouth a “contracting out” authority • Low capita spend per head of adult population • No direct provision • Contracting with 22 organisations • Learning takes place in more than 50 venues • A curriculum focussed on Widening Participation and in support of the City Community Strategy

  4. The 3 C’s Connectivity Contentdevelopment CPD

  5. Resourcing the first phase • TrEACL round £20k • LEA Laptop entitlement • CPD budget for ILT £20k • Dedicated ILT trainer • E-Guide resources budget £4k • ILT dissemination fund £1.5k

  6. In the last 12 months • A corporate ILT Strategy including a training plan deemed exemplary • A connectivity map • An ICT/ILT audit of resources and staff skills • “Early adopter” 4 Mb connection installed

  7. In the last 12 months • TrEACL Round 1 bid plus Laptop Fund • Learning resources • AceLine • ILT Kit • 10 ILT Champions from provider organisations • 6 E-Guides • The Big E-vent and 4 Big E-venings • 60 beneficiaries from provider organisations

What next CPD? • Established budget • Roll out 2004-05 training plan • Further E-Guides to enter training • RARPA and technology action research project • Supporting providers through consultancy and Champions • Delivery of a range of training including use of hardware as well as software • E-Guide mentoring

What next Content Development? • CACL bid (e-learning resource for use with a Community Researcher course) • Roll out emerging ACL focussed materials to providers and staff • CourseGenie Training (free in return for content posted to Portsmouth-learning.net) • Other training to support content development

  12. What next Connectivity? • 4 Mb connection in place • Sharing the savings • Achieving the last mile • Overcoming filtering and firewall issues • Keeping down the costs • Getting support from IT services • Delivering free connection to providers

Recommendations • Have a SMART plan • Focus on the enthusiastic and support them • Use your enthusiasts to disseminate • Ensure adequate and appropriate resources are in place • Make the best possible connectivity map • Accurately cost ‘last mile’ connection • Get real ‘buy in’ from IT Services and other key stakeholders
