  1. The project cycle begins with communities noticing deficiencies in the transportation system or improvements they want to see. Projects submitted from communities are reviewed by community members who sit on the SMPO Technical Advisory Committee (TAC). Using a transparent scoring process, the TAC will recommend the results to the SMPO Policy Committee for approval. The highest priority projects from the MTP are submitted to the State of New Hampshire to be incorporated into the State Ten Year Plan. Transportation Project Cycle In the winter of odd numbered years, SMPO sets up meetings with communities and organizations to update the Metropolitan Transportation Plan (MTP) with transportation projects from communities.
