IMPLEMENTATION (CONT.) • Workshops were conducted with: • Provincial and Divisional Commissioners • Organized Labour • The workshops were conducted on the following dates : • 31 October 2002 • 5 and 6 November 2002 • 9 and 10 December 2002 • 19 November 2002 • 24, 27 and 28 January 2003 • Members of the NMPC and DTT also visited the provinces from 18 to 27 February 2003

IMPLEMENTATION (CONT.) • Establishment of committees: • Departmental Task Team (DTT) • National Matching & Placement Committee (NMPC) • Provincial/Divisional/Area/Component Matching and Placement Committees • Provincial/Divisional Monitoring Committees • Oversight function and resolve disputes

  7. PROGRESS • Distribution of circulars • Skills Inventories completed by all employees • Matching and Placement of employees by various committees commenced on 2003-01-27

  8. PROGRESS (CONT.) • Criteria used for matching and placement of personnel: • Skills profile • Job requirements • Service delivery needs • Representivity • Potential • Personal circumstances (include, family responsibilities, fixed property, etc.)

SMS PROCESS • Placement of SMS personnel: • Provincial and Divisional Commissioners placed • Submission by PCs and DCs to Deputies • Deputies did national matching and placing to accommodate those who were not accommodated in a Province or Division • Employees not placed in a post – informed by annexure D – “Notice of possible placement in terms of PSCBC Resolution 7/2002.

  10. Progress SMS.(contd) • Employees not placed in current post were given opportunity to make representations within 3 days to NMPC. • Representations were considered and some changes effected by Deputies • Consolidated lists submitted to National Commissioner for consideration

  11. SMS PROCESS (CONT.) • Recommendations considered by the National Commissioner. • Consolidated lists will finally be approved by the National Commissioner after consultation with the Minister • Mechanisms in place to deal with disputes : • PMPC/DMPC • DTT • IDTT • Conciliation/Arbitration

PROGRESS (cont.)LEVELS 1-12 • Placement of personnel on levels 1-12: • Levels 1-12 managed and delegated to provinces/divisions. • All proposals by Area/Component Matching and Placement Committees submitted to PMPC/DMPC for ratification • The following information submitted to NMPC: • List of unplaced personnel • List of vacancies • List of personnel on sick leave • List of personnel on suspension • Same mechanisms in place as for SMS with regard to disputes

  13. PROGRESS (cont.) • The outcome of both the SMS and levels 1-12 will be documented and a report will be presented to the IDTT and the Minister for Public Service and Administration.

  14. COST IMPLICATIONS • R 25 000.00 per relocation • 100 relocations – R 2.5 mil • DPSA indicated that Treasury might reimburse the SAPS but not yet confirmed.

PROGRESS (cont.) • NMPC to receive vacancy lists from provinces and divisions – 2003-03-12 to 2003-03-14. • NMPC to consolidate list of vacancies and unplaced people –2003-03-14 to 2003-03-19 • Match and place where possible – skills inventory • Statistics: • Level 1-7 204, • Level 8- 28, • Level 9/10- 25, • Level 11/12- 6, • Advertise internally – 2003-03-28 • Consideration of applications by NMPC

Progress (contd) • Placement of employees – 2003-04-21 • Consider applications for severance packages of employees declared in excess – 2003-04-07 • Develop list of vacancies and employees declared in excess – 2003-04-24 • Submit to IDTT on 2003-04-25 • Feedback session with Minister Fraser-Moleketi on 18/03/03 • Progress report to Cabinet

  17. IMPLEMENTATION • Support rendered to provinces and divisions by members of the DTT and NMPC • Visits to provinces by committee members • Visits to provinces by Divisional Commissioners – Career Management and Personnel Services

  18. IMPLEMENTATION (cont.) • Consultation with MEC Gauteng by Divisional Commissioner : Career Management • Presentation on Resolution 7/2002 and its implementation was presented to all MEC’s

  19. IMPLEMENTATION PROBLEMS • Gauteng • – Transfers/Translations • Eastern Cape – • Transfers/Relocation • Dispute declared – Div Comm’s Stander and Nchwe visited province on 17 and 18 March 2003 – the dispute was resolved • Non adherence to implementation plan – in the meantime resolved

  20. IMPLEMENTATION PROBLEMS • Mpumalanga • Management devolved their responsibility to Provincial Monitoring Committee – the problem was resolved • Northern Cape • Translations – addressed with internal communication

IMPLEMENTATION PROBLEMS (CONT.) • DTT • Organized labour demands access and opportunity to make input on all placement proposals before ratification by Provincial/Divisional Commissioners – Management do not agree. • Media Campaign • Solidarity is seeking a court interdict to set aside the Resolution. The case will be heard on 10 April 2003 in the Labour Court, Johannesburg. • They are however not a role-player in the implementation process and uses Resolution 7/2002 as a marketing tool for their own benefit

  22. AUDITS • Two task teams established, for • Compliance audits: • Dispute resolution • Expert advice to provinces and divisions • Extensive training took place on 20/3/03 • Commence work on 24/03/03 to 4/04/03

  23. INTERNAL COMMUINICATION • Snippets flighted during week of 26/3/03 and 9/04/03 • Open discussion with phone –in questions on 11/04/03 • Panel: Comm Singh, Stander, Nchwe, Prinsloo, Mazibuko and Dir Odendaal • Focussing on dispute resolution • Flyers – Frequent ask questions (FAQ)

  24. CONCLUSION • Majority of employees within SAPS to be matched and placed • Process currently in line with timeframes set by Minister of DPSA • Envisaged timeframes will be met within SAPS • Huge challenge, many difficulties, non adherence to guidelines • Trying our best to manage the situation
