  3. BACKGROUND • RESOLUTION 73 OF ITU PP IN MINEAPOLIS (1998) • UN ACC REACTED POSITIVELY.IT WAS DECIDED THAT THE SUMMIT WOULD BE HELD UNDER HIGH PATRONAGE OF UN/SG WITH ITU TAKING THE LEAD ROLE IN PREPARATION.

FRAMEWORK AND VENUE OF WSIS • IN 2001 THE ITU ADMIN COUNCIL DESIDED TO HOLD A SUMMIT IN TWO PHASES. • THE FIRST PHASE 10-12 DEC.2003 -GENEVA - WILL ADDRESS THE THEMES OF WSIS AND ADOPT THE DRAFT DECLERATION OF PRINCIPLES AND ACTION PLAN-PREP COMMITTEE 2 FEB-2003 • THE SECOND PHASE 16-18 NOV.2005-TUNIS.

  5. FRAMEWORK AND VENU OF WSIS ( CONT) • THE SECOND PHASE 16-18 NOV.2005-TUNIS. - Development themes will be a key focus in this meeting and it will assess progress that has been made and adopt any further Action Plan to be taken.

  6. THE UN RESOLUTION • UN GENERAL ASSEMBLY ADOPTED RESOLUTION A/RES/183 IN DEC. 2001 1. ACCEPTS THE FRAMEWORK ADOPTED BY ITU COUNCIL. 2. RECOGNIZED THE KEY ROLE OF PARTNERSHIP INVOLVING GOVERNMENT,DEVELOPING AGENCIES,PRIVATE SECTORS AND OTHER STAKE HOLDERS.

  7. THE UN RESOLUTION (CONT) • INVITES THE INTERNATIONAL COMMUNITY TO MAKE VOLUNTARY CONTRIBUTION TO THE SPECIAL TRUST FUND ESTABLISHED BY ITU TO SUPPORT THE SUMMIT AND ASSIST LDCs IN THE PARTICIPATION.

THEMES • Opening the Gates - Freedom of expression and of the media - Meeting the needs of the developing world - Access to information/knowledge • Developing a Framework - The roles of government, the private sector and civil society in the promotion of ICT for development. - Intellectual property rights

  9. THEMES (CONT) - Data protection, privacy and network security • Building the Infrastructure - The role of telecommunications, investment and technology in creating information society infrastructure

  14. OUTCOMES • DECLARATION OF PRINCIPLES ON THE FUNDAMENTALS OF INFORMATION SOCIETY. DRAFT PREPARED BY PREP 2. The document outlines key principles needed to extend the benefits of the information society to all and recognizes that it will be necessary to formulate an agenda for action aimed at achieving specific objectives

  15. OUTCOMES (CONT) • PLAN OF ACTION DRAFT PREPARED BY PREP 2. Possible concrete and comprehensive actions include: Developing national e-strategies for all countries within three years, including the necessary human capacity building.

OUTCOMES (CONT) • PLAN OF ACTION Launching of a ‘Global Digital Compact’ as a new pattern for partnership and interaction between governments and non-governmental stakeholders, based on division of labour and specialized responsibilities, as well as on identified specific and common interests.

  17. OUTCOMES (CONT) PLAN OF ACTION Developing an aggregate ICT development index and report, where the ranking of countries will be accompanied by analytical work on policies and their implementation.

NEPAD – New Partnership for African Development • ITU – NEPAD SYMPOSIUM (Arusha 3-5 April 2003) • Africa ICTs Road Map to achieve NEPAD’s objectives. - Yaounde declaration (ARPM-WTDC-02), IsAP res NO. 35 - Bamako declaration (APM –WISI, May 02) - ATU strategic plan for 2002 res no. 124 of ITU PP-02.

  20. NEPAD – New Partnership for African Development - All other UN system as well as regional and sub-regional development organization. • NOTED - Major shortfalls in the areas of infrastructure, environment, technologies, financial and human resources related to ICTs.

  21. NEPAD – New Partnership for African Development • NOTED (Cont) - that mainstreaming of gender, youth, people with disabilities and other disempowerment is important in ICTs development and for achieving universal access.

  22. NEPAD – New Partnership for African Development - The participants at the ITU symposium decided to make the following contribution to the initiatives and measures already undertaken to implement the objectives of NEPAD. This addresses five major challenges to be taken up by Africa in order to implement the main 10 objectives of NEPAD in the domain of Information and Communications Technologies (ICTs) including telecommunication, computing, broadcasting and multimedia networks, content, services and applications.

  23. NEPAD – New Partnership for African Development The symposium in Arusha recommended the following; 1. INFRASTRUCTURE - Evaluate existing infrastructure in Africa and propose coherent strategy and mechanisms for coordinating the development of the infrastructure. - Give high priority to ICT infrastructure due to its multiplier effect on other development sectors.

INFRASTRUCTURE (Cont) -Develop national, sub-regional and regional carrier of carriers and digital links as well as cross-border inter- connectivity. - Propose integrated strategies that would allow/permit the population to access and applications at low cost.

  25. NEPAD – New Partnership for African Development 1. INFRASTRUCTURE (Cont) - Encourage sharing of alternative infrastructure and cross-border networks including power lines and promote sharing of facilities such as towers, masts, buildings, etc. 2. ENVIRONMENT - Harmonise national regulatory

ENVIRONMENT (Cont) framework at regional and sub-regional levels in order to stimulate private investments. - Implement at national, sub-regional and continental levels, mechanisms that would reduce cost of equipment and services such as removal and reduction of all forms of taxes on ICT equipment, software and licenses as well as encouraging development of market forces and improvement of supply lines, facilities and services.

ENVIRONMENT (Cont) - Encourage industrialization of ICTs and manufacture of ICT equipment based on, inter alia, the INDAFTEL project of the ITU with a view to transfer of technology. - Facilitate migration of existing ICT infrastructure to the new generation based on IP - Encourage licensing of ICT infrastructure on the basis of the use of shared facilities.

  28. NEPAD – New Partnership for African Development 2. ENVIRONMENT (Cont) - Encourage cooperation and partnership in the form of joint ventures with equipment manufacturers. - Encourage implementing regional markets on ICTs so as to stimulate investments and benefit from economies of scale.

ENVIRONMENT (Cont) - Adopt common standards as well as encourage inter-state consultations to facilitate cross-border link projects. - Support regional organizations that are implementing ICT projects for integration and the development of national trade.

ENVIRONMENT (Cont) - Create coordination mechanisms that would facilitate the implementation of ICT projects of NEPAD supported by sub-regional organizations within the framework of a continental structure. - Formulate appropriate legal and regulatory frameworks to ensure information security in order to create confidence in use of ICTs and the Internet in particular.

ENVIRONMENT (Cont) - Implement mechanisms for establishing national data and statistics banks for reliable, and consistent information and statistics that would be networked at sub-regional and continental levels and be easily accessible by all stakeholders.

ENVIRONMENT (Cont) - Reinforce exchange of information at national, sub-regional and continental levels. - That gender sensitive policies, legislation and regulations that seek to transform institutions into gender aware environments be taken into consideration when designing and implementing ICT projects under NEPAD.

  33. NEPAD – New Partnership for African Development 3. TECHNOLOGY - Encourage the implementation of appropriate technology at low cost in rural areas. - Africa should have its own institutions for management of public Internet resources, for example Internet address and domain names. - ITU should assist Africa to establish its own Regional Structure for the Management of Public Internet Resources (IP Addresses, country code top Level Domains).

TECHNOLOGY (Cont) - The continent needs to establish its own regional Internet backbone on which national Internet backbones can be established. - Encourage setting up of national internet exchange points so as to avoid routing of intra-Africa bound traffic via exchange points located outside the continent.

TECHNOLOGY (Cont) - Africa needs to deploy mechanisms to enable it to develop and manage local internet content taking into account local languages and cultural diversities. - African states should encourage technical efforts already implemented by some existing structures (civil society, private

  36. NEPAD – New Partnership for African Development 3. TECHNOLOGY (Cont) operators) that respond to priorities and objectives of NEPAD in the development of Internet and assign coordination to ATU and E-Africa Commission with technical assistance of the ITU.

  37. NEPAD – New Partnership for African Development 4. FINANCIAL RESOURCES - Facilitate access to universal service funds by developing partnerships with financial institutions - Encourage implementation of universal service funds at national and sub-regional levels.

  38. NEPAD – New Partnership for African Development 5. HUMAN RESOURCE DEVELOPMENT - Enhance human capacity by emphasizing on gender and youth training. - Encourage creation of research centres on ICT issues. - Establish internet training centres.
