  2. Quick review of: • National Strategic Plan base items (Jan 2007) Key concerns from: • Dec 2006 User’s meeting • Sept 2007 User’s Meeting FIA response to Plan items and key concerns

  3. 2007 Strategic Plan Base Elements • 3-phase program (P1, P2, P3) • Work with principal partners • National Woodland Owner Survey • Primary forest products output (TPO) surveys • Core field measurements • Annual data collection (10% per yr in West; 15% per year in East) • Compile data annually; post online within 6 months of data collection • 5-year reports • Special surveys in interior AK, Caribbean and Pacific Islands

Areas of Client Concern • Implement the core program • All 50 states – get there! • Become more efficient • Need FIADB transparency and documentation • Keep or drop Phase 3 Indicators? • Consistency with expansion and estimation methods • Provide geospatial services • Include GRM in 5-yr reports • Expand RS applications

  11. 5-year State Reports • 13 completed 2005-2008 • 16 in progress for 2009 publishing • GRM reported where remeasurement data is available; GRM in NIMS 4.0 • Analysts using core data from FIADB; supplementing with regional add-on data and region-relevant tables

  12. 5-Yr Reports • 2005: Maine & Indiana • 2006: Iowa • 2007: MN, MS, PN, MI, VA • 2008: WI, GA, TX (east) • 2009: OR, CA • 2009 Planned: 16 reports in progress • Recent reports for Puerto Rico, VI, Am Samoa, Guam, CNMI

  13. Increase Program Efficiency • National consistency with field manual, data recorder (MIDAS), compilation system (NIMS), and database (FIADB) • Synchronization of P2 and P3 • 5-year report templates (national and regional) • Remeasurement cost savings in east; coming soon for west

FIA Database (transparency and documentation) Minimize changes • Plot, Subplot, Condition, and Tree tables stable Make available most recent plot measurements (vs most recent cycle) • All FIA units posting data within 6 months of finishing data collection (<2-yr-old data in FIADB) Documentation • FIADB 3.0 documentation completed; starting work on 4.0 documentation. http://www.fia.fs.fed.us/tools-data/docs/default.asp • Change process for all field protocol/manual changes including documentation

P3 Indicators Keep or drop P3 indicators? • High level of response from users to keep P3 (indicators of climate change, carbon contributions, etc) P3 data needs to be more available • NIMS tables developed but not fully populated • All P3 data will be in FIADB 4.0 – summer 2009 Pre-2003 P3 data in MESS • Local responsibility to convert to NIMS

Expansion and Estimation Issues Conduct time series analyses • Year by year analyses used in regional data QA Are Green Book variance estimation methods sufficiently documented and used? • 3 of 4 units using Expansion factor documentation • Documented in Green Book; local documentation of stratification

  17. Expand Remote Sensing • All regions now using remotely sensed imagery for P1 layer • Potential for RS in remote or low stocked areas • Wall-to-wall mapping with RS data • LIDAR research

Consultation with Clients • Annual national user group meeting • Annual regional user group meetings (10 held in 2008) • Management team meetings (2 per year) • Customer consultations – 1,659 (6,656 hours) in 2008 • Spatial Data Services centers at each FIA unit – 483 requests in 2008 (91% completed)

  20. Range and Urban FIA • Range pilot field data collected; analysis and report planned for 2009 • Urban pilots (TN & CO) data collection will be completed in 2009; urban protocols finalized

  21. A Look Ahead2007 Strategic Plan 5-Year Goals • Complete 5-year reports for all annualized states • Include P1, P2, P3, and regional add-on data in NIMS • Include GRM components with documentation in NIMS • Develop NFS tools and products for forest planning • Complete first cycle and report for NWOS • Annualize TPO surveys and get data online • Complete web tools suite, improve client access to data, and improve analysis assistance • Develop and document suite of spatial tools and products • Continue to explore urban, range, other treed land monitoring
