  1. The issue of work-related stress in Bulgaria – present situation Svetla Karova Riga, 2005

LEGISLATION Constitution - the workers and employees have the right to healthy and safe working conditions Labour Code - obligations of the employerfor the safety and health at the workplace are: all workers and employees to be instructed and trained in the safe methods of work; sanitary and medical service to employees to be provided; all employees and workers to be subject to mandatory periodical medical check-ups measures for the protection and reduction of occupational injuries and professional illnessmust be taken.

  3. The reform in OSH field has started with the adoption of theAct on Healthy and Safe Working Conditions in 1997. The new Act harmonized with the EU legislation proclaims: inadmissibility of risks at work; employer’s responsibility to provide safety and healthy working conditions; institutionalisation of the social dialogue at all levels

  4. The texts relating with stress enacted: • adapting the working conditions to the individual with a view to eliminating and reducing their harmful effect on his/her health; • implementation of a coherent overall prevention policy which covers technology, work places, organization of work, working conditions and social relationships;

  5. The healthy and safe working conditions are such conditions which are intended to prevent work accidents and occupational diseases and to create prerequisites for full physical, psychological and social well-being of working persons.

  6. Physiological work/break schedules introduced in order to protect health and working capacity of employees with view to alleviating work accompanied by : • high neuro-psychological tension; • monotony work; • forced working posture; • or shift work Risk Assessment on the safety and health of employees including: • working technologies and equipment; • work premises and places; • work organisation and other side factors

  7. The state is one of the main reason for stress on the working place with its: • Neoliberal policy; • Poor implemented reforms; • Insecurity or lack ofpayment policy; • Low salaries and poverty; • Insecurity in the employment; • High level of unemployment.

  8. The social dialogue is formal; • The tripartite agreementsare blocked from employers; • The employers persist for liberalization of labour legislation and elimination of social rights; • Big part of employers are new capitalists who do not like to invest in working condition and human resources • High level of informal sector (30 %)

  9. -There are many investigations regarding work-related stress, but this is not popular in the society and among the workers;-the labour inspectors as well as the staff of Occupational Health Services must pass training on the stress field

  10. The main priority of CITUB is the stress.In framework of ILO project ISTUR worked out research about risk assessment.The aim was identification of work-related stress and its influence of health.

  11. CITUB alarms the society, employers and workers about social, psychological and health effects of the stress with a Conference took place in 2003.

  12. After European work-related stress agreement was signed we translated it in Bulgarian language but still have not agreement on National level.

  13. I hope the new Government will start to negotiate about implementation of the Framework Agreement on work-related stress soon and will establish a policy for it.
