  1. Change Control at LBNL Accelerators: Progress and Challenges Susana Reyes LBNL Accelerator Safety and Configuration Control Engineer Presented at 2018 DOE Accelerator Safety Workshop August 22, 2018

  2. This is a follow up from last year’s talk where the institutional Configuration Management Plan for LBNL accelerators was presented This presentation shows an initial assessment of CM implementation by the accelerator facilities, with focus on Change Control As a reminder, and in consistency with DOE Standard 1073, these are the sub-elements of LBNL’s Configuration Management Plan: Design Control: identification of System Owner and Design Authority for each credited control Work Control: compliance with RWA and WPC processes Change Control: development and implementation of Change Control policy (or set of procedures) that call-out the USI process as needed Document Control: implementation of efficient document control procedures. Safety basis documentation is also controlled institutionally (SADs, ASEs, Triennial Review Reports, Safety Procedures) Assessments: CM assessments shall be included in facility triennial safety reviews to identify and correct possible gaps LBNL Accelerator Configuration Management Program Accelerator Safety Workshop 2018

  3. Configuration Management framework common to all LBNL Facilities • Three very different facilities with different approaches to CM • Similar elements are credited in the Accelerator Safety Envelope (ASE) through-out three accelerator facilities • Institutional CM plan focused on configuration of ASE credited controls Accelerator Safety Workshop 2018 3

  4. ALS is a versatile facility with >40 beamlines that serve a broadusercommunity • Highest-brightness undulators, mostly for SXRs • Bend-magnet sources for broadbandx-rays • Superbend magnets forHXRs Accelerator Safety Workshop 2018

  5. ALS does not have a specific Configuration Control Policy, but rather a set of procedures to control changes in accelerator and beamlines No USIs in the last year Rigorous beamline review process for approval, performance and review of beamline modifications Configuration Control at ALS Accelerator Safety Workshop 2018

  6. 88-inch cyclotron Accelerator Safety Workshop 2018 6

  7. Configuration control at 88-inch • Missed safety interlock test led to positive USI and ASE violation back in 2016 • Facility management has done large efforts to update the Configuration Control Policy (for ASE controls) • Configuration Control policy has gates to USI process • Configuration Control policy includes check-lists for controlling routine activities on certain safety systems • Also ongoing work for broader Configuration Management Program (includes non-credited components and systems) Accelerator Safety Workshop 2018 7

  8. 88-inch: Example Configuration Control Checklist Checklist covers: • Identify and propose change • Technical Review • Management/Operations Review • USI screening is critical part of the process • Implementation and Prove Out Accelerator Safety Workshop 2018

  9. BELLA Center houses 4 laser plasma accelerators for basic LPA research and applications “Hundred Terawatt Thomson” HTT -> for Gamma rays apps “kHz LPA” -> for medical and LEED apps BELLA PW -> for 10 GeVmodul R&D “Hundred Terawatt Undulator” –HTU -> for FEL apps k-BELLA (initiative) BELLA-i beamline (initiative) Operational and ‘in Commissioning Mode’ LPAs Initiatives and future plans Accelerator Safety Workshop 2018

  10. Configuration control at BELLA Center • Configuration Control policy includes check-lists for controlling routine activities on credited safety systems • Configuration Control policy has gates to USI process • In the last year, 5 (negative) USIs have been completed, 2 more underway: • HTW shielding modifications • HTW interlocks modifications • HTW undulator installation • 1kHz laser commissioning (no electrons) • 1kHz LPA operation (electrons) Accelerator Safety Workshop 2018

  11. BELLA Center: Example of Configuration Control Check-list Accelerator Safety Workshop 2018

  12. LBNL is a multidisciplinary laboratory with three very distinct accelerator programs managed by three divisions, with different challenges and needs LBNL is working towards a consistent CM framework that is flexible enough to address the specific needs of each facility ALS triennial safety review (2018) will include a detailed assessment of CM implementation in the ALS facility Other programs (88-inch and BELLA Center) will follow Increased attention to CM will be required as the ALS-U Project moves forward (see ALS-U progress in presentation on LBNL accelerators highlights) Summary Accelerator Safety Workshop 2018
