The Long Term Perspectivefor the spatial development of the BSR The LTP aims at: • identifying the most important BSR specific developmental assets, integrative trends and main global processes (risks) influencing BSR development in a long run, • underlining common interests and/or potential conflicts, • providing a comprehensive overview of all BSR actors/plans with a territorial impact, • showing the BSR in 15-20 years as a result of joint efforts of countries and organizations, • developing instruments to guide and coordinate policies with a territorial perspective for a better BSR integration, • identifying the most important actions for BSR territorial development and cohesion in a long run. The Long Term Perspectivefor the spatial development of the BSR The LTP should consider: • input from inter-governmental organizations in the Region, sub-regional organizations NGO’s of relevance to regional development, private sector. The LTP should be considered by: relevant programmes implemented in the Region: • subregional-, • national-, • transnational- • as well as cross-border programmes.   5. The Long Term Perspectivefor the spatial development of the BSR The main objective is „Transnational institutional integration in the BSR –setting an example for Europe”. Key concepts: • Integration • Functional polycentricity Three working groups=three main themes: • Urban and Urban-rural networking • Accessibility and transnational development zones • Sea use planning and ICZM Midterm ASAP Synergy Conference 7-9 March 2007

  6. Role of ASAP vis a vis LTP? LTP must show good examples i.e. case studies ”when smaller peripheral regions within the BSR (or to be more precise, some firms located in those regions) are operating successful on global markets by adapting to external changes in spite of being located in an area with certain shortcomings concerning the spectrum of critical urban functions and fare away from European core”. ASAP is such a good example showing how to overcome barriers of lower economic potentials through use of ITC, involvement of universities We want to invite ASAP to the VASAB Conference in St. Petersburg in October 2007 to show how rural disadvantage regions can manage to keep population and high quality of life. POLITICAL FOUNDATION • Prime Ministers(1st Baltic Sea States Summit in May 1996) • Ministers for Foreign Affairs(5th Session of the Council the Baltic Sea States in July 1996) • Ministers of the Environment(October 1996) – Baltic 21 officially launched • Ministers for Foreign Affairs(7th Session of the Council the Baltic Sea States in June 1998) 8+1 sectors: agriculture, education, energy, fishery, forestry, industry, tourism, transport, spatial planning. And 7 joint actions

ASAP and B21 • Kick-off for Baltic 21 Lighthouse themes and strategic projects • Preparing for new Baltic 21 Working Groups on Bio-energy Promotion, Education for Sustainable Development, Innovations and Sustainability, and Integrated Management of Urban and Rural Areas • Riga, 19 March • Four projects envisaged: • Bio-energy promotion • Education for Sustainable Development • Innovations and sustainability • Integrated Management for Urban and Rural Areas Midterm ASAP Synergy Conference 7-9 March 2007

ASAP and B21 Think globally – act locally ASAP is addressing new (not only resources) elements of sustainable development (demographic change, keeping people in rural regions, mobility, social inclusion) For Baltic 21 what matters are policy relevant solutions What ASAP can bring to the political level in the BSR? Only good practices, know how, new methodology? Midterm ASAP Synergy Conference 7-9 March 2007

ASAP and B21 • RECCOMENDATIONS • Make them sustainable development oriented (not work package oriented) - BUP– Conference • Highlight those which need support from highest political level –B21 is a political leverage • Standards for e-local governments • E-management (instead of e-government) – this is very cross-sectoral Midterm ASAP Synergy Conference 7-9 March 2007
