Creation & Operations Era • 1940- Army selected 16,000 acres for Umatilla Army Depot – later expanded to 17,000+ acres • 1941- Complex of warehouses, munitions magazines, shops, and offices created • 1962- Began a mission of receiving and storing chemical weapons • Mid 1980s- Congress directed Army to dispose of the nation’s aging chemical weapons stockpile • 1988- Umatilla Chemical Depot was put on the BRAC closure list. The decision was later made to realign the base and have it remain open until the chemical stockpile was destroyed. • 1988 – Local Redevelopment Authority created in anticipation of closure (LRA) • April 1997- United States Senate ratified the Chemical Weapons Convention Umatilla Army Depot Planning Morrow and Umatilla Counties

Closure History • June 1997- Construction began on the Umatilla Chemical Depot Facility • 2004- Construction and facility testing were complete and chemical weapon destruction began • 2005 – Base included on the 2005 closure round of BRAC • 2009 – Department of Defense again recognizes Local Redevelopment Authority (LRA) and provides funding for preparation of Redevelopment Plan • 2010 – LRA completes Redevelopment Plan and HUD and Army accept the land use plan • 2011-The destruction of the UMCD stockpile of chemical weapons was completed. • August 2012 – UMCD closure • October 2013 – LRA completes various studies required for zoning Umatilla Army Depot Planning Morrow and Umatilla Counties

Redevelopment ProcessGoing Forward • 2013/2014 – Projected transfer of 7,500 acres to Oregon National Guard for training base • Mid 2014 – Planning LRA is converted to an Implementation LRA (ILRA) with business development focus • Late 2014 – Completion of land transfer application request to Army and final transportation studies • 2015 – ILRA receives lands for economic development. Lands most likely transferred to Port Districts for redevelopment. New 5,600 acre wildlife refuge transferred from Army to local conservation interest. Role of the Planning Commissions • Comprehensive Plan Amendments including policy statements • Transportation System Plan Amendments based upon Interchange Area Management Plan(s) • Zoning Ordinance or Development Code Amendments: • Umatilla County the addition of a new use zone (Depot Industrial) • Morrow County an update to a current use zone (Port Industrial) • Military and Wildlife areas also need to be Planned and Zoned • Comprehensive Plan Map and Zoning or Development Map Amendments Umatilla Army Depot Planning Morrow and Umatilla Counties
