  2. The Israeli Vocational Training System Three main channels • professional schools (under MOITL) • technological schools and classes (under MOE) • professional training programs outside the formal education system

  3. The Israeli Vocational Training System • Regulated through the “Apprenticeship Law” (1953) • Four year program • Last two include practical work experience • Student employment is the school’s responsibility

  4. Main Problems • Public image • Social status of craft professions • Employment

  5. Annual Work Force Under 18 The official number: 68,000 (Ministry of Industry, Trade & labor submmited to the ILO) A survey conducted by the same ministry: 75,000 Children under the age of 15 worked in 2010

  6. Number of Students in Vocational Training

  7. The share of teenagers entering the labour market via the vocational training system (less than 10%) is steadily decreasing • Meaning that the majority does so through jobs that give no real professional training

  9. CYTU Activities • Ground level: • operating 3 professional schools through “DrorBateiChinuch”- focus on: nature, content and relevance • “Hamechadshim” (The Renewers)- informal social, cultural and educational activities, collective bargaining, legal assistance

  10. CYTU Activities-contd. • Policy making level • advisory committee to the Minister of Industry, Trade, and Labour • advisory committee to the director general of MOITL • steering committee on vocational training (Macro center in cooperation with FES)
