  2. THE VOCATIONAL EDUCATION AND TRAINING IN MONTENEGRO • There are 37 VET schools in Montenegro. They are located in 20 cities. • There are 20.811 students in Montenegrin schools which makes about 70% of the total students’ population in secondary schools. • 1.947 teachers are engaged in the teaching process and training. • During 2002/03 students in VET schools are trained for: • L 35 occupations in three years schools • L 48 occupations in four years schools Donor Information Meeting on Education Reform in Montenegro

The duration of VET education We have the following types of secondary VET schools • 2 years or 2nd level, 60% goes to training and 40% to general and vocational-theoretical subject) • 3 years or 3rd level, 33% goes to training and • 4 years or 4rth level, 30% goes to training and Specialization or 5th level, 18-68% training which depends on occupation Donor Information Meeting on Education Reform in Montenegro

State on the labour market • There are 76.370 of unemployed in Montenegro, • There are 113.676 employees in Montenegro • Average time of waiting for the job is 4.2 years • 79,8 % of unemployed waits for the job for over 1 year • Unemployment structure • Without qualifications 39% • With secondary 3 or 4 years 56% • With university level of education 2.5% lEmployment Agency approved 3782 credits in the period from 1999-2003 through credit activities the which resulted in employment 5.997 of persons. lThere is a need for 21 occupations at a Labour market, out of 83 for which students are in the moment trained in Montenegro l There is also a demand for 18 more ocupationsbut our school do not train students for these. Adult educationin Montenegro • There are 3 institutions in Montenegro that are professionally engaged in adult education. • 5.054candidates went through different types of training during 2002. • The Employment Agency organized training at different providers for 1.398 persons for 17 programs as follows: • For a known employer 293 and • For preparation for the job 1.105 persons. • The programs have been adapted to the acquired skills and knowledge of adults for vocations that need formal education • The rest of the programs are prepared according to the shown interest and demands of the adults at the labour market. Some of characteristic problems in VET in Montenegro are: • Not-up-to-date curricula • Workshops in schools have inadequate and out of date equipment • Employers are neither at the proper technical level nor showing readiness to take part in the training of the young • Out of date methods are predominant in the delivery of teaching • Adult education was delivered without a plan • The system of national qualifications does not exist • The use of ICT in teaching is rare • The participation of social partners in planning and organizing VET is very little Donor Information Meeting on Education Reform in Montenegro

What has been achieved so far? • Defined new structure and concept of VET which enables better horizontal and vertical interconnectedness of the system • Defined new concept of adult education • Adopted new education legislation • The participation of social partners was promoted by the Law • New institution has been established – Centre for Vocational Education • Council for VET and Council for Adult Education established • Adopted methodological framework for designing of curriculum • Established organizational structure for the work on curriculum on the national level Donor Information Meeting on Education Reform in Montenegro

Vocational schools and their duration new concept • Lower vocational education (last for two years) • Middle vocational education (last for three or four years) • Upper vocational education (last for two years, as a continuance of middle vocational education) Enrolment in vocational schools • The basic condition to enroll vocational school is completed primary school education. • After a nine-year primary school attendance and completed at least seventh grade of that school, pupls may enroll in a lower vocational school that lasts for two years Donor Information Meeting on Education Reform in Montenegro

The intention for establishment of the Centre for Vocational Education is to found a central institution for the development of VET and Adult Education. • Aims of establishing Centre for Vocational Education • Development of VET and Adult Education • Enhance social partnership • Realization of LLL concept • Introduction of European dimension in VET • Centre for Vocational Education prepares: • occupational standards, • curricula, • norms and standards of teaching aids and equipment, • monitoring, analysis and development of education system • Improvement of educational work; Donor Information Meeting on Education Reform in Montenegro

Objectives of the Centre for Vocational Education are • Research; • Advisory work in the field of VET and Adult Education; • Preparation of textbooks and handbooks; • Preparation of the profession standards for teaching staff; • Organization of in service training for teachers and school directors etc. Donor Information Meeting on Education Reform in Montenegro

PROFESSIONAL BODIES Council for Vocational Education • shall pass subject catalogues (standards) of knowledge and exam catalogues • methodology for the preparation of textbooks for vocational-theoretical subjects; • the scope and contents of vocational education that is delivered with the employer; • shall propose: the general part of the educational curriculum for vocational education, and for the vocational education of children with special needs; the standards of space, etc. • Etc Council for the Adult Education: • shall pass the catalogues of knowledge and exam catalogues; • shall establish: the educational curricula for the adult education; • shall approve textbooks and teaching aids; • shall propose educational curricula for the training, re-qualification, further qualification, in – service and the specialization of employed and unemployed persons; • shall give the instructions for the adjusted educational curricula delivery; • Etc. What is going on in this moment • Providing conditions for the work of newly established institutions and bodies (Centre for Vocational Education and Council for Vocational Education and Council for Adult Education) •  Preparation of occupational standards • Designing of curricula • Training of teachers and school directors; • Definition of equipment for Training centres; • Definition of the Elements for the system of national qualifications • Preparation laws on certification system • Linking VET institution within ICT project etc. • Participation in the CARDS programs Donor Information Meeting on Education Reform in Montenegro

CARD-sVacational Education and Training Technical Assistance • Creation of occupational standards in the area of tourism and wood-processing • Designing of curricula for 2 occupations in each area: tourism and wood-processing • TT • Capacity building activities for establishing Centre for Vocational Education • Support to the design of the document on preparation of occupational standards, assessment and curricula design • Training for Skill Training Need Assesment eksercises in Institutions • Support to establishing of Training Centres Donor Information Meeting on Education Reform in Montenegro

Planned activities in VET area which need the significant expert and financial support: • The process of curricula design • Establishing the Centre for Vocational Education (space, professional, technical and financial support) • Teacher training and training of school directors • Equipping of Training Centres and school workshops • Creation of the system of national qualifications • Adjustment of buildings and curricula to children with special needs and adults, to meet such requirements. • Training of staff in CVET institutions, bodies (Council for Vocational Education and Council for Adult Education) Donor Information Meeting on Education Reform in Montenegro
