Scoping Healthcare Support Workers 2004 • 16,000 staff – about 20% of total workforce • Significant variety – 147 professions • Some “intriguing” titles • Little training other than mandatory health and safety • Few recognised qualifications • Little accredited training and learning • Little transferable learning credit • Training duplicated

Create a Framework which : Assists in delivering the KSF Is based in National Occupational Standards Supports skills escalation Enables workers to achieve CREDIT in line with the CQFW Enables the acquisition of qualifications where appropriate Enables a comprehensive coverage of learning from full qualifications to small amounts of recognised learning to support the variety of employer needs The National Framework

NHS Wales Accredited Learning Panel • Established to bring a clinical governance approach to accredited learning in the NHS in Wales for the non-regulated, non-formal and informal accredited learning • Chaired by Healthcare Inspectorate Wales Education QA specialist • Moderation by NLIAH Education specialist • Membership includes: • Skills for Health • Healthcare Science education and training managers • Allied Health Professions educationalists • Nursing and midwifery educationalists • Professional bodies

NHS Accredited Learning Panel Criteria • Checking methodology aligned with Skills for Health methodology for QCF endorsement • Learning must be • The Learning must adhere to the principles of the Credit Common Accord (CQFW) • The programme has been built by a CQFW Recognised Body • The programme is mapped to the National Occupational Standards so that learners can use their achievement as evidence to support NVQs. • The programme content is mapped to NHS KSF dimensions and levels. • The programme has been built in line with the Sector Skills Council Design Principles

Process • Unit/Award submitted with application to WDU • Logged in database and prepared for checking • Panel checking day • Feedback form completed and returned to the awarding body (person submitting) • Awarding body responses on the same form • Iterative process • Formal panel for endorsement • Letter to awarding body confirming endorsement and support for inclusion on CQFW • Marketed throughout NHS Wales via the NLIAH Improvement Portal • Feedback via Awarding bodies forum

Credit Units Endorsed • 60+ AHPs and Nursing Credit Rated Units approved • Further 79 HCSW units in the system • Plans to extend to Management and Leadership Levels • Model used is a European first and is being looked at by local government and industry • NLIAH/NHS Wales is at the forefront of using Credit for recognising knowledge and skills in work based learning

Credit for Patients • Using the Credit and Qualifications Framework for Wales (CQFW) to enable patients to earn learning credit in managing their own long term conditions so that • They can be better motivated to keep well • Learning is better embedded • Credits can be used for Lifelong Learning and Further Education

  19. Pilot Study 2007/8 • NHS Wales in partnership with the Open College Network Wales • Patients/Carers earning credit in managing their: • Diabetes • Cardiac Rehabilitation • Depression • Stroke carers • Cancer carers (2008) • OT in Mental Health (2008)
