More Issues • For reasons of security, the service centre module is connected to ICES application through ICEGATE. • It has no direct access to the ICES database • Option for filing B/Es and S/Bs through Floppy / Pen drive from Service Centre NOT AVAILABLE • All message exchanges with stake holders, including authorized banks, custodians, ports etc would be taking place through ICEGATE.

  3. Further more issues • Directories are updated and managed centrally. Updation of CHA and Carrier directories. • TRAs would not be required • Local applications – like touch screen and e-mail etc - would be made functional through a centralized solution • RMS would introduced immediately after migration • CFS operators would be connected through Internet / MPLS link.

How does this impact Stake holders? - I • Importers, Exporters, CHAs cannot file B/Es and S/Bs, if the formats are not revised in case of RES and ICEGATE filing • Carriers cannot file IGM, EGM and Consol Manifests without revising the formats • Custodians cannot send or receive messages without revising the message content and structure • Customs officers working in CFS locations cannot access ICES 1.5 application, If CFS is not connected – through internet or MPLS link – to the CBEC Data centre • AD codes cannot be updated at local sites as directory management is centralized

How does this impact Stake holders? - II • Query module for enquiries regarding AD codes, IGM, DGFT license status etc launched on ICEGATE website • Ensure that the port codes / AD codes mentioned in the B/E or S/B are available in the ICES 1.5 directory through ICEGATE query module • If port codes are missing inform the local System Manager. • If AD codes are missing inform the Bank from where AD code obtained.

How does this impact Stake holders? - III • Options of filing IGM, EGM and Consol manifests through Service Centre would not be feasible in view of the fact that manually entering all records would be cumbersome. • This may also increase the load on Service Centre manifold and cause delay • NO FLOPPY OR PEN DRIVE SUBMISSION – Prepare for new mode of submission – Messaging through ICEGATE

Common errors observed in CHAs messages Filing in ICES 1.0 format Tags not in order Wrong field separators Headers formats not changed Mandatory fields missing Missing sender ID Data format mismatch Extra fields in the message Non- use of conditional values Registration not done by CHA for message type / location Special characters not permitted in description

  8. Advisory to CHAs Upgrade their ICEGATE Registration to include New Message Type or location by sending mail to registration@icegate.gov.in. USE the RES for ICES1.5 or use the upgraded vendor software compatible with ICES 1.5. Test with ICEGATE for at least one Message for each Message Type, if using different package. Track documents at DTS1.5 and Tracking at ICES. DTS has provision to show all documents filed by CHA during the day.

  9. Advisory to CHAs Review and update your profile periodically. Contact Helpdesk in case of any issues. Note that submission in wrong format delays processing of other files. BANKS SBI, BoI ,BoB and IDBI are ready. Local Applications Touch Screen and E-mail applications would be rolled out within 8 weeks
