Global Partnership for Education replenishment:Why now? • We cannot end poverty without strong education systems. • But current systems failto meet the needs of the most vulnerable children: • The world will fail to reach MDG2 by 2015. • 57 million primary school aged children are still out of school. • 250 million children are failing to acquire basic literacy and numeracy skills. • The Global Partnership for Education is the most effective institution to build these systems in the poorest countries. • The United States must show leadershipat the June pledging conference.

  3. Recap: Replenishment details The target for donor commitments at the Global Partnership’s pledging conference is $3.5 billion from 2015-2018 (four years).

Recap: Replenishment Details Logistics: • When: June 26th, 2014 (two days after the IC!) • Where: The Egg in Brussels • Who: Developing country and donor government officials, civil society (including RESULTS staff), private sector partners, and other global leaders • What: Pledges throughout the day with parallel side sessions on how to achieve impact

What will $3.5 billion accomplish for children? • Support 29 million children in primary and lower secondary schools. • The number of children completing primary school with literacy and numeracy skills will increase by 25 percent. • The number of girls completing primary school will increase by 10 percent. • Leveragean additional US$16 billionin developing country partners’ domestic financing for education.

The role of the U.S. government What should the United States pledge in June? • RESULTS is urging the Administration to pledge $250 million over two years (fiscal years 2015 and 2016) to the Global Partnership. • But why only two years? Isn’t the replenishment period four years? • The U.S. contributed $20 million in 2012, and is expected to do the same in 2013. • This will bring the U.S. closer to the levels of other major donors: • U.K.: US$773.67 million paid to date. • Netherlands: US$607.95 million paid to date.

Replenishment, appropriations, and the Education for All Act: What’s the connection? • Pledge to the Global Partnership for Education: • The decision maker is the Administration. • The request is a pledgeof $250 million over two years (FY15 and 16). • The final decision will be made in June. • Fiscal year 2015 appropriations requests: • The decision maker is Congress, and specifically the Appropriations Committees. • Our education request is to include a $125 million contribution in the FY15 appropriations bill – this is one half of the pledge. • The final decision is dependent on Congress’s timing but the bulk of our work is happening this month. • Education for All Act: • The EFA Act authorizesthe U.S. to contribute to the Global Partnership for Education. • Securing cosponsorship of this bill has built a base of supporters for replenishment.

RESULTS campaign: What’s the plan? • We need to move the Administration by showing public and political support for an ambitious U.S. pledge to the Global Partnership for Education. • Public pressure: media is key! Our media goals: • 25 editorials • 30 op-eds (1 down, 29 to go!) • 150 letters to the editor • Congressional support: creating the political will. • In 2011, 69 members of Congress signed a letter calling for a multiyear pledge to GPE. How many can we get this year?

Timeline and key events • March 18: Monthly media support call focused on generating media on the Global Partnership for Education • Contact Colin Smith for more information – csmith@results.org • Now through May: meetings with editorial boards • Beginning and end of April: media speaker tours with education advocates from sub-Saharan Africa • April: Congressional letter to the Administration (dates TBD) • June 21-24: RESULTS International Conference • June 26: Global Partnership for Education Pledging Conference • Post-June 26: Follow up and accountability with the U.S. government
