Request for Information (RFI) Who: White House Initiative on AAPI in collaboration with the Department of Education What: Seeking to gather and share information about practices and policies regarding existing education data systems that disaggregate data on subgroups within the ANHPI community When: Responses will be accepted until July 3rd.

Importance of Disaggregation Disaggregated data can help… • Identify achievement gaps within the AAPI student population • Identify rates of enrollment in rigorous courses • Examine disparities in school discipline • Ensure that support services are available to the most needy AAPI subgroups • Make the most of available resources and create cost-saving programs in the long run

  8. Context for Responses Policies for Disaggregating Data • Does your SEA, LEA, school or IHE have a policy for disaggregating data on AAPI racial or ethnic subgroups? If so, please elaborate and provide more information. • When data is disaggregated, what are the specific categories used? • Are these categories based primarily on the categories used by the U.S. Census, e.g. Asian Indian, Cambodian, Hmong, Laotian, etc.? • What type of information is most helpful in addressing the educational needs of students, e.g. ethnicity, language, gender? • If your SEA, LEA, school or IHE does not have such a policy, do you have plans for future implementation of such a policy? If so, what are the plans?

  9. Context for Responses Data Collection/Data Systems • Please describe how the data is collected. For example, is the data collected through an annual questionnaire or survey given to students or parents? • What data systems are used to maintain and sort the disaggregated data, e.g. statewide longitudinal data system, etc.? • How long has the data collection system been in use? • What, if anything, had to be changed about your data system in order to collect disaggregated data regarding AAPI student subgroups? • Please recommend/suggest methods of revising data collection systems to accommodate data disaggregation.

Context for Responses Effective Use of Disaggregated Data • How has this practice of collecting and disaggregating data enhanced the ability to identify and address educational needs of AAPI student subgroups? • Has utilization of disaggregated data assisted in cost saving measures? • Have specific programs been created or implemented in response to the disaggregated data? Please describe these programs. • How have these programs targeted specific communities? • What are some of the results or effects of these programs on these communities?

Context for Responses Challenges/Barriers • What challenges exist that make adoption of these practices or policies difficult? • Are there common capacity challenges such as training or technology inaccessibility that SEAs, LEAs, schools and IHEs might face when disaggregating data on AAPI student subgroups? • What might be the most cost-efficient manner to collect disaggregated data? • How much of your school, SEA, LEA or IHE’s budget is allocated to help data collection and disaggregation? • How can other schools, SEAs, LEAs and IHEs maintain systems to collect disaggregated data on a limited budget? • Did your SEA, LEA, school or IHE encounter privacy issues when collecting disaggregated data? What was/will be done to overcome these privacy issues? • How did your SEA, LEA, school or IHE encourage students and parents to provide data?

  12. Context for Responses Reporting/Effective Use • How has the disaggregated data been publicly reported or used? • How has the data been used in outreach efforts, curricula development, adaptation of English language proficiency programs or dropout prevention efforts?

  18. Next Steps After gathering this data, the Department of Education plans to develop a summary of the responses drawn from the RFI... and take the information learned from the RFI to deliver voluntary technical assistance to SEAs and LEAs

FAQs • When is the last date to respond to this RFI? • Responses will be accepted through July 3rd, 2012 • Who can respond to this RFI? • The Department of Education welcomes all public input. • Why should I respond to the RFI? • The RFI seeks information on data collection and data disaggregation methods in order to provide others with the best practice possible to gather disaggregated data. In this manner, SEAs, LEAs, IHEs and schools can better serve the underserved AAPI populations. • Who will be analyzing the responses of the RFI? • The Department of Education will analyze the responses and then publish a document that contains a summary of the recommendations.
