IFMS-Election Module

Capture data of state government employees to conduct the General Election of State Assembly-2013. Challenges include collecting data of employees not covered in IFMS and collecting details of constituency and special categories. Solutions include a web-based module with online updating by DDOs and online monitoring. Salient features include password change, online help, and online payment to polling parties.

  1. IFMS-Election Module Election Department Rajasthan

  2. Objectives • To capture the data of State Government Employees for formation of polling parties to conduct General Election of State Assembly-2013. • At present, salary of approximately 5.30 lacs Govt. employees have been drawn from IFMS. • There are approximately 18500 DDOs in the State.

  3. Challenges • Employees of Board/corporations/PSU and Government of India employees are not covered in IFMS. Therefore, Employee data of these category should be collected separately. • Standard Format for collecting the data of above employee is developed and already email to all DEOs for the necessary action.

  4. Challenges • Department will required the details of Resident constituency and working constituency of each & every employee covered under IFMS. • Department also required information of employee already deputed as BLO/Home-guard or in the category of Handicapped/ serious illness.

  5. Solutions • Web base Election module of IFMS is already developed to capture election related information of State Government employee. • Election related information will be directly online updated by the DDO concerned of all employee under their jurisdiction at their end. • Same user-name & password as assigned in IFMS will also be applicable in this module.

  6. Salient Features • DDO’s can change their password itself. • Online Help will be available in the module. • Latest directions also available online. • Provision to make online monitoring is also available. • Facility of extract data of concerned district.

  7. Salient Features • For online monitoring, user account of DEO, Treasury Officer & ERO will be created. • Every user can get the latest DDOs wise progress of the work of their area/jurisdiction. • BLOs, Home-Guard and employee of special category will be exempted automatically from polling parties.

  8. Salient Features • Payment of polling parties can be made online i.e. directly in their bank account. • Issuance of pre-filled Form-12 to member of polling parties.

  9. IFMS-Election • This is the extended version of IFMS designed for Election data management in Rajasthan • There are 3 types of Masters 1. Election Master 2. DDO Master 3. Subordinate office Master

  10. Election Master • In this master, all employees may be seen in the drop down menu as shown in next slide. The information of each employee is to be appended. • The information shown in red color is already entered in IFMS while the information shown in green color is to be appended.

  11. DDO master • DDO master information is to be entered at DDO level as shown in next slide. • It is helpful to pursuance the progress of the work.

  12. Subordinate office master • In case of primary schools, where salary of the employees is being drawn by the BDO of the area, all these kind of offices / schools will be entered under subordinate office master and DDO name will be BDO office. • Same practice will be adopted in all kind of such cases.

  13. Reports • DDO wise/subordinate office wise reports can be generated under this section. • After verification of the data, the reports should be kept in record by the concerned DDO. • DIOs will also be exported the employee data of concerned District from this module at the time of formation of polling parties.
