OVERVIEW • Population of 109, 000 • Poverty Assessment 1996 – 38% Poor • In 2008 – 30% Poor • Banana Decline as the Impetus for more focused effort on the protection of the elderly • Increased Life Expectancy • Contributory & Non-Contributory Pension Schemes (Public Assistance & Displaced Banana Farmers)

St. Vincent & the Grenadines National Policy on Ageing – Towards a Human Rights Approach Objective: • To improve the quality of life of older persons in St. Vincent and the Grenadines Status: • Policy on Older Persons formulated – Based on Madrid Agreement and Brasilia Declaration • Reflects the synergies between social Protection and Economic Security

  5. INNOVATION 1) LEGISLATION • Rights-Based Legal and Regulatory Framework for the protection of the Elderly • Inter-sectoral Approach to Elderly Care and Protection • Both elements should work in tandem to ensure sustainability

  6. Agencies Involved Include: • Ministry of National Mobilisation • Ministry of Health • Ministry of Legal Affairs • National Insurance Service • National Council for Older Persons • Other Members of Civil Society

  7. Programme Impact • Research conducted – assess needs • Evidence-base programming –Training and development • Home-care providers programme • 285 Elderly persons being cared for in their homes

  8. ADAPTABILITY Replication Grid Needs Delineated in Social Safety Net Assessment Recommendations suggested in International Convention and SSN Assessment Policy Legislation Implementation by Inter-agency Mechanism Scope for Horizontal Cooperation on Policy and Legislation
