  2. Integration of RBA design in programmes • Advocacy within the organization for RBA • Assessing, analyzing and taking action on human rights based approaches in programming. • Building capacity of individuals and institutions.

RBA relevance to programme goals • RBA encompasses what we already know about good program development, with value added towards inclusion of human rights • Realization of community capacity as community become key actors in development • Improved M&E, which leads to greater impact and project sustainability, which leads to greater resource mobilization due to evidenced based outcomes

Challenges of Human Rights Based Approach • Time consuming • Ignorance among key players of RBA concepts • Need for integration from the start • Cultural barriers (eg involvement of women) • Lack of political will • Conducive policies not in place or poorly implemented • Relevant international treaties not domesticated • Resource-heavy at start up; planning and proposal phase often unfunded • Donor restrictions – guidelines do not encompass RBA

  5. Roles of CSOs in relation to DHSF • Advocate during meetings for RBA • Provision of TA and capacity building • Identify RBA-related gaps • Strengthen M&E • Facilitate linkages between community and DHSF • Influence policy at the district level

Role of CSO in relation to AOPs • Setting targets and milestones • RBA planning • Development of rights based M&E plans • Effective roll out of AOP • Achievement of targets • Bottom/up approach: promote and facilitate community input and participation in AOP process • Mobilization • Community awareness of AOP process

  7. Role of DHSF and AOP in Promoting H&HR Agenda • Advocacy forum for health and human rights • Community awareness of their rights • Ensure that rights are included in District health planning process

  8. Recommendations(CSO, HENNET, GOK) • Linkages and partnerships • Development of policies • Capacity building • Advocacy of rights for comprehensive policies • Platform for collaboration and networking, consultation • HENNET to ensure dialogue at national level on H&HR • Partner organizations to engage in the same at Provincial and District level • Rationalization of stakeholders forum based on practicalities and realities rather than geographical boundaries.
