Project background Available: - Annex I - Coordinate reference systems; Geographical grid systems, Geographical names, Addresses, Cadastral parcels, Transport networks, Hydrography, Protected sites - view and discovery services Missing: - Annex I - Administrative units, Cadastral parcels Annex II - Elevation, Land cover, Orthoimagery, Geology Annex III - Buildings, Soil, Energy resources, Mineral resources -transformation and downloading services

Establishing access to the spatial information according the requirements of the INSPIRE Directive through creating view, discovery, transformation, downloading services Annex I, II and III data themes databases, managed by Land Board, are available through services Updating land cover datasets corresponding to Annex II themes for achieving compatibility with INSPIRE data specifications Project Objectives

Procurement of the INSPIRE Services - until September 2013, together with project donor partner - procurement procedure ends December 2013 - works carried out by the winner January 2015 Procurement of the Land cover data production - until December 2013, together with project donor partner - procurement procedure ends march 2014 - works carried out by the winner: I phase January 2015; II phase October 2015 Overview of activities

  7. Network services are compliant to INSPIRE requirements Land cover data updated 17% oftheterritory (ca 7500 km2) Spatial data sets transformed to INSPIRE data model Expected results

Users: - European public - Estonian public sector - Trans-European networks - business sector Maintenance - user-oriented services, including INSPIRE services are prescribed by law to the Land Board - The Land Board is available competence, technological capabilities, and practical experience in both the IT infrastructure (hardware and software) as well as the substantive managing and developing services -Land Board's operating expenses, PC application and renewal of licenses and hardware management costs will be covered from the state budget Sustainability and users

  9. 1. Management costs   - 2,65% 2. Cost of staff  - 4,91% - NB! + 1,13% indirect costs (15% of salary costs) 3. Travelling   - 0,52% 4. Equipment   - 6,79% Purchasing IT hardware (servers, storages, racks, routers and necessary network equipment) trough public tendering, for creating and upgrading IT infrastructure necessary for providing Network services (activity 1) 5. Services Activity 1 – 29,58%Software development, implementation and support, acquisition of software licenses. Activity 2 – 54,43%Stereo-photogrammetrically updating land cover data, incl inland water bodies spatial data and transforming land cover data to INSPIRE data model. Budget – 1.472.500 Euro

Publicity plan - Purpose(inform various target groups) - Target groups (stakeholders on a national, regional and/or local levels and the public) - The strategy and content (media, homepage, mail-lists; 3 seminars 1 press release) - Communication activities (seminars for stakeholders, to give and get information; omepage and press release for public) - Measures of the publishing online (content, succsess, seminar invetations, cooperation with donor partner, photos, schedules etc) - Contact information (responsible persons contact information) - Monitoring measures (monitoring with questionnaires and polls) Publicitymeasures
