Takeaways from the Convening • Desire to identify and address causes of presenting problems to create systemic change • Social service agencies identified seven presenting problems and three underlying causes for each • Although deep rooted and complex causes in Bermuda were discussed, social service agencies are energized about addressing them
Considerations • Cause and effect relationships between presenting problems and underlying causes are fluid, weakening issue hierarchy • Possible solutions are difficult to identify due to broad and numerous presenting problems and underlying causes • Significant overlap between presenting problems and underlying causes is an opportunity to synthesize further
Cause and Effect Analysis • Social Impact Research (SIR) reviewed the data from the convening, conducted a cause and effect analysis, and recommended reclassifying problems and causes • Reclassifying categories of presenting problems will: • Reduce overlaps in causes and effects between categories • Separate problems that require government intervention from those that can be addressed with 3rd sector services • Identify causes that link to high-leverage social issue area(s) on which Bermuda’s 3rd sector should focus
Cause and Effect Analysis (cont’d) • SIR recommends splitting Lack of Education and Life Skills into Lack of Quality Education and Lack of Life Skills • Both are causes that result in numerous effects • They are usually addressed by different 3rd sector services • The next slides show the categories defined at the Convening versus those defined through SIR’s analysis
Categories Defined at the Convening Presenting Problems Underlying Causes Lack of healthy relationships - Unaddressed trauma over generations - Family and community disconnect - Lack of focus on well being as a country Lack of education and life skills - System is broad from the top down – doesn’t accommodate learning styles - Politics/lack of leadership in education - Lack of community / family involvement High cost of living - Goods - Food - Shelter Lack of protection for our vulnerable populations - Unaddressed trauma over generations - Lack of system(s) that work to address issues - Over / mis / convenient diagnosis of drugs Lack of parenting skills - Breakdown of extended family/community, lack of support - Generational pattern of unresolved trauma - Lack of clarity around what a good parent is - Data not disseminated - No central database - Not an independent body to ensure findings are ethical – lack of accountability Lack of data/research/ statistics Inadequate socialization - Poor understanding of cause / effect, resulting in loss of personal responsibility and accountability - Breakdown of family unit - Discouraged mixing between systems (races, classes etc)

Causes that Link to Social Issue Areas • As identified during the cause and effect analysis, Bermuda’s 3rd sector should address three major causes: • Unaddressed trauma over generations • Lack of quality education* • Lack of life skills • The Lack of data and central repository cause will be addressed as data begins to be collected and tracked in a systematic and standardized format • The next slide shows examples of social issue areas within each of these causes *Although quality education will require government intervention, there are 3rd sector agencies that can provide beneficiaries with intervention services

Call to Action : Form Working Groups for Each of the 3 Causes • Working Groups will be comprised of agencies that provide core services to address social issues within the three identified causes. • Working Groups will provide critical input on the following activities:
Objectives of the Pilot Research Project • Role of the Working Groups • Provide critical input on a systematic effort to gather and report upon the 3rd sector’s progress to address social issues • Short-term Objective • Track progress made within a pilot set of social issues through data collection from participating agencies • Long-term Objective • Individuals in Bermuda seek and receive the core services that they require from high performing agencies
