  1. The Austrian promotion scheme for green electricityGünter PauritschWorkshop on renewable energy sourcesSofia, 21 December 2011

  2. EU-27: Share of RES inElectricity production (2008) Source: EU Commission

  3. Share of primary energy sources in electricity generation (2009)

  4. Austrian Green Electricity Act • Before 2003 • Green Electricity Act 2003 • National implementation of Directive 2001/77/EC • Feed-in-tariff System: • guaranteed tariff (amount and duration) • Electricity supplier are obliged to purchasegreen electricity • Funding by: Final customers and suppliers • Amendments of the Act in 2006, 2008 and 2009 • New Green Electricity Act 2012 decided by the Austrian Parliament in July 2011

  5. Targets of the Green Electricity Act 2012 (1) • Targets for additional installations in the period 2010 to 2020: • Hydro Power: 1000 MW (4 TWh p.a.) • Wind: 2000 MW (4 TWh p. a.) • PV: 1200 MW (1.2 TWh p. a.) • Biomass andBiogas: 200 MW (1,2 TWh p. a.) only when supply with ressources can be ensured

  6. Targets of the Green Electricity Act 2012 (2) • Intermediate target for additional installations in the period 2010 to 2015: • Hydro Power: 700 MW (3.4 TWh p.a.) • Wind: 700 MW (1.5 TWh p. a.) • PV: 500 MW (0.5 TWh p. a.) • Biomass andBiogas: 100 MW (0.6 TWh p. a.) only when supply with ressources can be ensured

  7. Green Electricity Settlement Center • Independend company licenced by the Ministry of Economy • Main Tasks: • Purchase of green electricity at fixed prices • Daily assignment of green electricity amounts to the suppliers • Calculation of quotas for all suppliers • Based on the electricity supply to final customers • Handling of applications for subsidies • Signing of contracts with operators of green electricity plants • (2010: overall 7.365 contracts)

  8. Daily assignment of green electricity • Day ahead forecast of green electricity generation • Development of a schedule (15 minutes intervalls) • segmentation of the schedule according tio the quotas of the energy suppliers • Assignment of schedules to the suppliers • Suppliers are obliged to purchase the green electricity; Transfer price is determined in an order of the Ministry of Economy

  9. Promotion mechanism for green electricity Small Hydro Power Feed-in tariff Supplier transfer price SH: 8,09 Cent/kWhOGE: 12,76 Cent/kWh < 10 MW installed cap. 10. Development of average feed in tariffs 2003 to 2010

  11. Feed in tariffs for new installations in 2011 • Biomass (solid): • installed capacity < 500 kW….. ……….14, 98 Cent/kWh • 500 kW to 1 MW………………………….13,54 Cent/kWh • 1MW to 1,5 MW………………………….13,10 Cent/kWh • 1,5 MW to 2 MW…………………………. 12,97 Cent/kWh • 2 MW to 5 MW…………………………….12,26 Cent/kWh • 5 MW to 10 MW…………………………..12,06 Cent/kWh • > 10 MW………………………………….10 Cent/kWh • Duration of feed in tariff: 15 year • required minimum efficiency: 60 %

  12. Feed in tariffs for new installations (2011) • Wind power……………………………………….9,7 Cent/kWh • Photovoltaics (rooftop installations.): • > 5kW to 20 kW……………………………..38 Cent/kWh • > 20 kW………………………………………33 Cent/kWh • Photovoltaics (others): • > 5 kW to 20 kW……………………………..35 Cent/kWh • > 20 kW………………………………………..25 Cent/kWh • Biomass (liquid)…………………………………..5,8 Cent/kWh • Biogas: • < 250 kW………………………………………18,5 Cent/kWh • 250 to 500 kW…………………………………16,5 Cent/kWh • > 500 kW……………………………………….13,0 Cent/kWh

  13. Installed capacity of power plants with feed in tariffs

  14. Electricity generation within the feed in tariff system Overall: 5,9 TWh

  15. € 587 Mill. of paid feed in tariffs in 2010

  16. Increase of Wind Power is expected in the next years
