Latest Planning Developments Northampton West It is expected that  the application will go to planning committees at the end of September/beginning of October 2019  Timing and phasing of the development would be confirmed at this stage Negotiations are also continuing on the contents of the S106 agreement, and it is intended that the open spaces will be offered for adoption by the Local Authority (and then to the Parish) with commuted sums for maintenance in the first instance.   Only if this offer is rejected would a transfer to a Management Company be allowed under the terms of the agreement we are currently seeking.

Latest Planning Developments We are also trying to respond to other plans that have an impact on Harpole North West Relief Road We have submitted a response to the consultation on the North West Relief Road We requested that, as a condition of granting permission for this Highways Development, the County Council approves the creation of an HGV restriction to 'Access Only' throughout the village confines of Harpole We also confirmed that we expect the County Council to press the developers to bring forward the Sandy Lane Relief Road as soon as possible in the N9A SUE construction programme to eliminate the possibility of the existing (and poor quality) Sandy Lane taking a significant increase in traffic as a result of both this (NWRR) application and the current proposed programme for Norwood Farm

  10. A Parish Office The Council is seeking a Parish office for Harpole – to take us up to the time when we receive CIL monies from the developments to the North and East of the Parish. At this time we would be seeking to build a Parish Community Centre and repurpose the Parish office to support the management of the Open Spaces in the development. We have investigated alternatives The OSH is not suitable It is occupied during the day by Pre School - problems of access - Safeguarding It is not owned by the Council - it is in trust with t he OSH Charity Bowls Club building is not suitable No meeting Rooms No Storage £35.00 per hr. There are no suitable locations in Harpole which provide privacy, storage and secure office facilities

What will it be used for? • A place for surgeries for residents to meet councillors and make representations to the Council • A location for residents to examine planning applications and other Council documents. • We have two staff; it is essential that they have a location in the village from which to work, and a private area to discuss sensitive matters – the Pub is not ideal for such meetings! • Our documents and records are currently stored in diverse locations – they are at risk and need to be in a secure place in the village and some in a fireproof safe. • As new developments get underway, officers and councillors need a central location for liaison with builders, developers and residents. • Our current address is the Clerk’s workshop in Upper Stowe – 6 miles away • The Parish needs an office to use until funds from new developments (CIL) accrue for a Community Centre, which will need to accommodate a number of staff. The temporary office would be repurposed at this time.
