NIH Public Access Policy - PMCID NIH applications, proposals and progress reports must include the PubMed Central reference number (PMCID) or the NIH Manuscript Submission (NIHMS) reference number when citing an article that falls under the policy and is authored or co-authored by the investigator, or arose from the investigator’s NIH award, even if the investigator is not an author. A PMCID is required for applicable journal articlesthree (3) months post publication.

NIH Public Access Policy - PMCID ORSP web page for Public Access Policy compliance • http://academicdepartments.musc.edu/research/orsp/PublicAccess Public Access Compliance Monitor (PACM) Tool • ORSP created a searchable report of non-compliant MUSC publications • Report includes Grant #, PI Name(s), College and Department • MUSC-Research listserv message with link to follow this afternoon • ORSP will update the data monthly

  6. ORSP Internal Award Notification • We heard you! • In response to multiple requests for changes in the notification process for award notices • Notices will be sent to multiple recipients as designated by the department • Those included will be printed on the MUSC Notice of Award

  8. Updates/Catch-all • Uniform Guidance (UG) Update • Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards • Supersedes and streamlines requirements from OMB Circulars A-21, A-87, A-110 and A-122 • Effective December 26th, 2014

Updates/Catch-all • Uniform Guidance (UG) Update (cont.) • Nothing to date from NIH about their implementation plan...only NSF • Many unknowns and unanswered questions at this point, MUCH more to come in the coming months • One KNOWN item to share • Subrecipients without an officially established F&A rate are allowed a maximum of 10% for an F&A rate. This includes all foreign subrecipients.

  11. Updates/Catch-all • Other Support ISSUE (?) • NIH questioning VA effort listed on Other Support, b/c often it shows >12 months of effort. • Be sure to clarify dual appointments. Example: Dr. insert name has a joint appointment with ?/8ths (?calendar months) at the Ralph H. Johnson Medical Center and ? FTE appointment (? calendar months) at the academic affiliate, the Medical University of South Carolina. This dual appointment is covered by a signed Memo of Understanding between the Ralph H. Johnson VA Medical Center and MUSC.

Updates/Catch-all • ePDS REMINDERS • Upload all proposal information prior to routing ePDS for approvals. • Corporate funded proposals/agreements must be accompanied by a fully routed and approved ePDS before ORSP can begin reviewing/processing. • Ensures departmental/unit approvals are in place • Allows for more lead time should a compliance issue arise during ePDSrouting and approval

Updates/Catch-all New FY15 Fringe Benefit Rates (INCREASED) http://academicdepartments.musc.edu/research/orsp/proposal_preparation/#rates • Staff 34.4% • Post-Doctoral Fellows 30.3% • Temp Faculty/Temp non Faculty 22.7% • Students/Other 4.2% Note new date for MUSC’s F&A rate agreement is 6/24/2014.
