  2. PURPOSE • To share information about the Grade R pilot study undertaken in November 2011 • To report on the findings • To describe the turn-around plan for Grades R & 1 • To obtain inputs that will improve the plan

THE PILOT STUDY • Where it started – data on the failure rates of Grade 1’s in 2010 • Example: In one school 111 learners failed Grade 1 • Pilot set out to assess learners’ developmental gaps – learners born in 2006 (5½ years) • Sample: 200 PO schools with highest failure rates and independent sites feeding into those schools • Administered by LS teachers,LS advisers & FP advisers • Instrument administered individually

FINDINGS • Learners have access – but not education • Poor perceptual development – basis of all learning • Low levels of vocabulary • Play with no learning • Under-qualified teachers • No monitoring and little support • Poor management, even in public ordinary schools • Parents do not know what the child has to learn, and how to help… • Age is a problem….

  5. TURN-AROUND PLAN • Teacher Development and Support - training - in-service training - CAPS - Top-up training • Enrolment - age in Grade 1 • Management – e.g. subsidies : training. SGBs • Structured arrangements within districts • Assessment regime – January & September • Advocacy – pamphlets; media • Monitoring and Evaluation • Research - examples

  6. National Strategy for ECD • Will be put on the WCED website by 31 March • WCED activities in line with this • Address stakeholders • Must raise the QUALITY of the ECD experience • Impact on failure rates?
