  1. SNAP REPORT ON ENERGY EFFICIENCY CONSTRUCTION: Renovation of Buildings and Training activities Start-up meeting Euro En Eff Project TOI, 12th-13th January Sofia

  2. Main targets by 2020: - Improvement of Energy Efficiency by 20 % Reduce greenhouse gas emissions by 20 % Increase the share of renewables by 20 % EU policy in Energy efficiency areaSaving of Energy

  3. Directive 2002/91/EC on Energy Performance of Buildings (EPD) Legal framework

  4. Energy not used The most cost-efficient – above all others – implementing energy saving measures when buildings undergo major renovation. Position of FIEC – 01.10.2008 this activity must be promoted as an absolute potential ! POSSIBLE SOLUTIONS

  5. Economies in space heating and cooling through better insulation High efficiency boilers and air-conditioning units for heating/cooling and water heating Smart metering of electrical energy use Energy efficiency lighting and appliances Installation of renewable energy solutions. What is most affordable which implies the followingbefore implementing any measures to save energy

  6. Energy Efficiency Act, enforced since March 5th 2004, new law, effective 14.11.2008 National Energy Efficiency Strategy, adopted by Council of Ministers – 11.05.2002 Ministry of Regional Development and Public Works - National Building and Housing Strategy, containing a separate Program for renovation of multi-family large panel residential buildings in the country Legal framework in Bulgaria

  7. Nr 18 Energy characteristics of Buildings Nr 21Energy audit of Buildings Nr 19 Energy certification of Buildings Energy efficiency improvement activities: Issuing energy passports energy audit and certification of buildings Energy audit of industrial systems Inspection of the energy efficiency of boilers and air-conditioning systems in buildings Energy efficiency management. Regulations under the EEA and after the EPD2004 Energy Efficiency Improvement Activities and Measures

  8. Governmental bodies in charge for the EE policy and actions implementation Main actors Council of Ministers: adopts national energy efficiency action plans, annual reports for their implementation Minister of Economy and Energy: develops and proposes above, interacts with the other state authorities and with not-for-profit legal entities in regard to the implementation of the state policy for promotion of energy efficiency Energy Efficiency Agency: implementationof the state policy for promotion energy end-use efficiency and provision of energy services

  9. Main financial revolving tool:National Energy Efficiency fund (total initial funding of 17 MUS$) for EE Projects. Yearly tax exemptions for entirely insulated buildings for a period of 10 years are foreseen Bank loans, subsidies – to 20 % of realised renovation works Fiscal initiatives/measures

  10. 97 % of residential fund is private owned 98 % is located in towns, 2 % - in villages Age: over 30 years – 30 % under 40 years – 50 % over 40 years - 20 % of Buildings Residential fund in Bulgaria

  11. Over 32 % from are panel buildings in towns There are over 18900 blocks of flats with over 700 000 appartments Outer walls are steel-concrete with low heat insulations 1 779 086 inhabitants Due to the great number of owners/householders – maintenance is difficult to be carry out Panel buildings/prefabricated constructionSome figures

  12. 70 % - heating Cooking/ light - 15 % Hot water – 15 % Structure of Energy consumption of Household in Bulgaria

  13. Survey, conducted by BCC in period Dec 2008- Jan 09 Tool: Questionnaire Respondents – over 39 Secondary vocational training schools on Architecture, Geodesy and Construction 150 VET centers Training needs on EEdraft analyses

  14. For obligatory VT on subject ,Renovation of Buildings and Equipment - theory for XIII grade, profession ‘Construction technician – code 582010, specialty Construction and Architecture – code 5820101 Recently approved by Ministry of Education and Science In force for 2008-2009 school years Duration of training: 62 school hours Curricula on Energy Efficiency Construction in VTC

  15. Obligatory elective training on Construction technology – XI grade Specialty: Construction and Architecture, in part Heat-insulation systems – types of materials, implementing facade-, heat- and hydroinsulations of plinth part, plain and room’ roofs Duration of training: 10 school hours Curricula on Energy Efficiency Construction in VTC

  16. Provide training courses on Dry construction systems and Construction technician Conclusion: There is particular need on training tool on EE identified Some Recommendations on Guide for Energy efficiency renovation of Buildings: structure and content Vocabulary – main terms to be defined Main materials used Ilustrative Ecological issues – waste User friendly Web based VET centers
