2. DFA has a water monitoring program for: • Creating a historical log of precipitation, pumping and water levels in the area surrounding the quarry. • Understanding the potential effect of dewatering on neighbouring domestic water supplies and environmental features. • Ensuring that water quality is not compromised. • Ensuring compliance with MOE regulations, our permit to take water (PTTW) and our Certificate of Approval for Industrial Sewage Works (C of A Discharge). 3. Legislative Requirements • The Flamboro Quarry is licensed under the Aggregate Resources Act to extract to a maximum depth of 230 mASL (we’re currently at 240 mASL). The site is approved to mine under dry conditions which requires dewatering. • In order to keep the quarry floor dry (dewatered) we need to 2 main approvals from the Ministry of Environment (MOE): • PTTW (permit to take water) was issued by the MOE – under permit No. 03-P-2355 and • Certificate of Approval for Industrial Sewage Works was also issued by the MOE – under certificate No. 0276-7DJJCA Flamboro Quarry – Water Monitoring Program June 2010

5. PTTW Requirements • Measure water levels twice monthly from observation wells all around the property (30 of them). • Record the water levels in each sump on a weekly basis. • Monitor the quality of discharged water on a quarterly basis – TSS, alkalinity, nitrates, sulphates, metals, pH, conductivity & temperature. • Record water takings (pumping) on a daily basis and record any water used for dust suppression in the quarry. • Submit an annual report presenting and interpreting the above data each year – and outlining quarry activities, water events and any upcoming changes. 6. Certificate of Approval Requirements • To monitor and ensure water discharge remains below the limit of 17,500m3/d (average is about 2,500 - 3000m3/d, cap. is 15,500m3/d). • To monitor and ensure that pumping rates do not exceed 12,000l/min at any given time (our max capacity is 9000l/min). • To ensure that any changes to the water discharge system (pumps & pipeline) are recorded – and elements of the system remain within what is outlined in the certificate. 7. Certificate of Approval Requirements (cont’d)… • - Routine inspections of the water pumping, monitoring and discharge system – including flow meter calibrations. • Keeping a log book of inspections and any resulting repairs. • Sampling of sump & discharge water for TSS, temperature, pH, Conductivity, Alkalinity, Nitrate, Sulphate, Metals, Ammonia, Oil & Grease – this sampling is also required to follow ministry procedures to ensure reliability before being sent off to a laboratory for analysis. 8. The Flamboro Quarry does use water as part of its dust suppression strategy during dry periods. • Our water truck has a 7500L capacity. • The truck fills are metered and reported as water taking for dust mitigation. • - The water truck is only used as supplemental dust mitigation during very dry periods (CaCl is applied). 9. Well Monitoring • - Each well is encased in a protective casing which is locked to prevent contamination. • - Well levels are measured using a well probe, which consists of a measuring tape and a probe which sounds an alarm when the water level is reached. • Well levels are measured twice monthly as per PTTW requirements. • The well probe is cleaned between wells – also to prevent contamination.
