Content • Implementing measure and act on derogations in accordance with: • Framework Regulation 1338/2008 – 16 December 2008 • ESS (European Statistical System) policy context • Modernisation of social statistics • New legislative policysunset clause all new regulations • Core social variables(set of standardised variables for all European Population Surveys) • ESS code of practice(relevance, accuracy, comparability, cost-effectiveness, burden, …) • Cost/benefit assessment for decision at ESS-Committee • extra benefits and burden for an IR on an European HIS wave 2 • Feedback missing (8 MS), conditional or unclear, important costs (but amount in € ?), other problems, hope on financing • Related documents: guidelines, data file technical specifications TG EHIS, 23-24 January 2012

Content - principles • Improving comparability across MS through increased input harmonisation: • Tackle problems of different and/or badly translated questions • Enforce the use of standard questions • Use of a conceptual translation protocol • Provide additional guidelines for understanding - implementation • But other issues in comparability: • same reference year • field work period • impact of modes of data collection, proxy • Options: • Questionnaire as annex in the IR • Article with reference to the standard questionnaire and guidelines as a methodological manual outside the regulation TG EHIS, 23-24 January 2012

Content - principles • Questionnaire as annex of the IR • Most countries in favour for increasing comparabilityeven if other distortion factors on comparability remain • WG PH June 2011: DE?, FR, NL, PT, UK, and NO not in favour • DSS Sept 2011: DE?, NL, PT, FI, SE, UK not in favour • not in line with new legislation policyhigh risk of rejection at Eurostat Directors Board and ESS-C • more derogations to be expected • crystal clear legal wording on permitted adaptation of wording is not possible, so still a risk of comparability problems • complications for conceptual translation • not all national linguistic and cultural aspects can be worded in IR TG EHIS, 23-24 January 2012

Content - principles • Article with reference to the standard questionnaire and guidelines as a methodological manual outside the regulation • Preferred option in new legislative policyHigh chance of approval by Eurostat Directors Board / ESS-C • Common practice in other surveys: detailed definitions and reference to use a standard questionnaire / guidelines do not per se jeopardise comparability • More time and flexibility in conceptual translation and adaptation to national (linguistic and cultural) context TG EHIS, 23-24 January 2012

Content - principles • Non-compliance by some MS on some topics in IR:how to handle? • Derogations always of temporary nature, afterwards MS have to comply fully • Overrule by qualified majorityto avoid, especially indifficult timesnegotiated compromise is always better • Reduce content of the IR: • Smaller common EHIS kernel (content : variables - questions) • Less legal requirements (questionnaire outside the IR) • Finally, comparability in both options rely on trust and interest of all MS TG EHIS, 23-24 January 2012
