North Yorkshire – education context Around 75,000 children of compulsory school age Our 2018 GCSE results were strong, with North Yorkshire ranked 40th out of 152 local authorities nationally for average Attainment 8 score and 32nd for average Progress 8 score Schools Special: 9 maintained; 1 academy PRUs: 4 maintained; 1 academy Primary: 237 maintained; 68 academy Secondary: 24 maintained; 19 academy Good or outstanding schools 90 % of our special schools 85% of our primary schools 79% of our secondary schools (As at 31/3/19)

Joint local area SEND inspection (2016) There is an ambitious culture which is beginning to empower change at all levels of the workforce. Leaders are aware of strengths and areas for development. They focus support and resources where they are most needed. Local Government Association Corporate Peer Challenge (2016) North Yorkshire County Council is a very good council – its services are highly regarded and the peer review team witnessed areas of excellence.

North Yorkshire – SEND Context North Yorkshire Significant demand for special school places for C&I and SEMH 10.1% of North Yorkshire school population is at SEN Support 2.3% of the school population have EHCPs-This is projected to rise to 2.8% by end of 2019 2600 CYP with EHCPs at Sept 2018 and expected to rise to 3300 by 2022-30% increase By 2030 it is anticipated that North Yorkshire will have an additional 1400 Service children

Our Strategic Plan • We want all children and young people with SEND in North Yorkshire to: • have the best educational opportunities so they achieve the best outcomes; • be able to attend a school or provision as close to their home as possible; and • make progress with learning, have good social and emotional health and to be prepared for a fulfilling adult life.

Selby district, North Yorkshire • Great road and rail connections to the rest of the UK • The highest predicted population growth in North Yorkshire • One of the safest parts of one of the safest counties in England • House prices lower than neighbouring metropolitan areas • A well-qualified local workforce, with a third of people educated to degree level • High performing schools and a leading further education college

Housing growth • Selby District Council’s Local Plan Core Strategy 2013 provides for a minimum of 450 dwellings p.a. to 2027. • Major housing developments underway at: • Barlby (1 mile away) • Staynor Hall (4 miles) • Sherburn-in-Elmet (11 miles) • and planned at Olympia Park (1,000 houses; 2 miles) by 2027.

Selby SEND context Selby 15% of young people with NY EHCPs reside in Selby 40% of those young people have a primary need of C&I-Biggest growth area Forecasting indicates an expected 32% increase in EHCPs by 2023 Average current daily travel time for children accessing special schools who reside in Selby is: KS 1/2-90 mins KS 3/4-90 mins KS 5-87 mins

Selby support for the special free school Establishing local, specialist provision would be a very positive move towards maintaining an inclusive approach for our children and young people with SEND (SDC) We need to form this special school, as a local hub of expertise, and to allow for appropriate and local provision for our children. (HT) A school in Selby would significantly improve the children's lives by them having less time travelling and more time at home with families. (P/C) My Daddy could pick me up. (C) If my school friends lived nearby it would be easier to build long lasting relationships. (YP)

The proposed school The new school will educate children and young people with the following complex needs: communication and interaction needs (including Autism and speech, language and communication needs); and / or cognition and learning needs (MLD/SLD) Some children and young people may have related social, emotional and mental health needs Age range: 3-19 Commissioned Places:100 (at full commission) 5 Nursery/Early Years 70 KS1-4 25 KS 5

  15. Special School Funding Place / Base Funding (£10,000 Per Agreed Place) + Element 3 / Top Funding (related to the individual assessment of need for each pupil)

Element 3 / Top up funding for pupils with EHCPs • In order to meet the needs of children and young people with SEND who have EHCPs, the local authority allocates funding from the High Needs Budget which is called ‘element 3’ or top up funding. • A“banded system” is used to allocate top up funding. • The banding system consists of 10 bands – from 1-10. • Each band has descriptors which is applied to different primary areas of need: cognition and learning, communication and interaction, social emotional and mental health, sensory, physical and medical.
