  3. Atlantic Charter • Meeting between Roosevelt and Churchill (British PM) • Discussed post-war peace objectives • Self-determination for all people (a sticking point for the British) • No territorial expansion • Free trade

  4. Shoot-on-sight • US Navy escorted British ships carrying lend-lease materials as far as Iceland • Destroyer Greer was attacked by German submarine • Roosevelt ordered Navy to attack German ships on sight • In effect, undeclared naval war against Germany

What’s happening in Japan? • Japan allied with Axis powers in 1940 • German victories in Europe allowed Japanese to take over colonial lands in Asia • Roosevelt prohibited export of steel, scrap metal, and US oil to Japan • Resolution could not be reached • US wanted to delay confrontation until military was stronger • Japan thought that quick action was needed due to limited oil supplies
