  2. Four Freedoms • The president proposed lending money to Britain for the purchase of war materials and justified it because it was a defense of four freedoms. • Freedom of speech • Freedom of religion • Freedom of want • Freedom of fear

Lend- Lease act • Roosevelt proposed ending the Neutrality Act • It would end the cash-and-carry system • Britain would obtain all U.S. arms on credit • Isolationists were against it • Majority of America was with FDR to aid Britain • Passed in March 1941 • FDR ordered Navy to protect British ships from submarine attacks carrying lend-lease materials as far as Iceland • Greer was attacked by a German submarine and led to undeclared naval war with Germany

  4. Atlantic Charter • FDR knew US would be drawn into war • Met with Churchill in August in secret • It made peace objectives for when the war ended • Objectives included self-determination for people, no territorial expansion, and free trade
