  2. Result Area 1: Legislation/legal Framework &Policies • A comprehensive review of all national legislation vis a visConventions 183 and 132 was undertaken. Recommendations have been shared with the Government and action has begun. This will be used as an advocacy tool to call for the harmonisation in the laws and improved enforcement • Jamaica Confederation of Trade Unions establishment of Child Labour Steering Committee, developed and adopted a Child Labour Policy • Jamaica Employers’ Federation drafted child labour policy • Ministry of Labour and Social Security draft Child Labour Policy • National Education Policy reviewed took into account issues related to child labour • Poor Relief Department (one of two agencies with responsibility for administering the national social security mechanism, for the poor and indigent) included child labour in their corporate plan and all future activities for Poor Relief Officers • Child Labour manual for legal professionals developed (judges, magistrates, lawyers/ court clerks and other support staff

Result 2: Capacity building/training • Establishment of National Child Labour Steering Committee / Project Advisory Board and results based subcommittees • Stakeholder Consultation for the review of light work and hazardous work lists • Sensitization of labour inspectorate (local workshops, Turin (Italy) Centre– labour inspection, and trafficking) • Training in policy development at Turin Centre (Ministry of Labour and Social Security legal officer) • Training of STATIN staff in child labour data management • 122 Sports coaches and guidance councillors sensitized to child labour and trained in the use of the SCREAM tool. Over 20,000 children exposed to child labour sensitization through this initiative • Training in financial management and reporting training provided to key national stakeholders • Jamaica Confederation of Trade Unions hosted five day training workshop to sensitize key union leaders to issue of child labour • 140 Training staff of Jamaica Constabulary Force sensitized to CL using curriculum develop for the JCF by TACKLE Jamaica • Developed CL sustainability plan in collaboration with over 70 national stakeholders

  4. Result 3: Direct action • RISE Life Management undertook work in six inner city communities within the Kingston metropolitan area. They successfully withdraw 175 children from child labour and undertake prevention activities with 300 children through various in school and after school programmes • Children First undertook work with Child Labourers in Spanish Town - a large metropolitan city, Old Harbour Bay - a fishing village and May Pen - a rural agricultural and commercial town • Children First successfully withdrew and rehabilitated 130 children from child labour and undertook prevention activities with approximately 670 children, through the formal and informal education sectors • Jamaica Employers’ Federation undertook a ten day summer camp for 30 child labourers, exposing them to various skills required for successful entry into the formal sector upon leaving school. The summer camp resulted in a lasting relationship between a charity that works to removal child labourers, the JEF and the Jamaica Constabulary Force. The group continues to collaborate in the support of the children that participated in the summer camp • Sports Mentorship Programme was undertaken in which a football league mentorship programme was run for three consecutive months, two days a week enrolling 400 children aged 8-16 in inner city community (Maverley). • 30 children were identified through sports mentorship programme as child labourers and referred to local NGOs and the Ministry of Labour. Promotional material (flyers and notices) advertising football clinics and highlighting child labour issues distributed in schools and throughout surrounding communities. 76 parents/ guardians followed up by Guidance and Counselling staff within one month of the completion of the Sports Mentorship programme to assess attitude and behaviour towards child labour

  5. Result 4: Enhanced Knowledge Base, Networking & Awareness Raising • Jamaica Employers’ Federation highlighted child labour at their annual Convention in 2011 and 2013. Convention hosted approximately 500 participants from the private sector on each occasion. • National stakeholders commemorated WDACL 2010, 2011, 2012. 2013. Activities included a three week long public education campaign in 2011 in the media supported by 8 local celebrities, culminating with a radio address from the Prime Minster and Leader of the Opposition and a ‘awareness raising’ Walk led by the Ambassador to the EU delegation in 2013 • Knowledge, Attitude, Practice and Behaviour survey undertaken in 30 schools nation wide. The data was used to develop a report that provides some critical insight into the nature, of child labour children are involved in across all 14 parishes • Knowledge, Attitude, Practice and Behaviour survey undertaken with the Jamaica Constabulary Force. The result of the research showed how members of the force view child labour and some of the reasons the issue is not often perused and brought before courts • A child labour training programme was developed for the Jamaica Constabulary Force using information gained from the KAPB study. The training programme was delivered over two days to 140 members of the force to test the material. The feedback was overwhelmingly positive with most participants requesting greater time be spent on the training and the inclusion of the programme in the training curriculum of the Force. • TACKLE developed a Child Labour Handbook for Professionals. 1000 copies have been printed and will be distributed along with training to key stakeholders by the MLSS • 100 Rural schools were targeted for sensitization of guidance counsellors and sports coaches. The sports coaches often have significant influence in the communities they serve, through access to parents, children and the wider community. This activity sought to tap into this influence and develop community based advocates and resource persons in the fight against child labour

Strategic Actions – Phase 2 • To heighten and accelerate the sensitization campaign, on Child Labour, among the general membership ; • To actively participate in Tripartite collaboration to reinforce the Child “Labour” Law as it relates to the hiring of “children”; • To complete the Employers’ Child Labour Policy and collaborate with the CLU and the JCF to embark on a series of “cross-country” Training initiatives for members; • To work collaboratively with the TACKLE Programme and Member Organizations to integrate withdrawn “Child Labourers” into a structured “rehabilitation” programme;

Strategic Actions – Phase 2 • To customize, adopt and make available an organizational Policy on Child Labour and continue to encourage members to apprise themselves of the policies and codes of practice; • To provide access to technical support through TACKLE to members wishing to develop Child Labour response programmes; • To host two (2) general Seminars to sensitize 100 members in the Manufacturing and Agro-processing sectors about Child Labour.
