Describe the Steps Washington’s administration took to build the federal government. • I: Electing a President • George Washington – 1st President • John Adams – 1st Vice President • 1st Administration – George Washington & John Adams, 12 Clerks • George Washington set precedents (traditions)

  3. Setting Up Judiciary • James Madison helped pass Judiciary Act of 1789 • Established a judiciary/system of courts • Established Attorney General (prosecute cases on behalf of federal govt) • Judiciary had 13 federal district courts (1 per state) • 3 circuit courts would hear appeals from state courts. • Supreme Court would deicide contested cases • John Jay appointed 1st Chief Justice

  4. Setting up the Cabinet • Washington’s most important precedent • Established first 4 executive departments • A) Dept of State • B) Dept of War • C) Dept of Treasury (Alexander Hamilton 1st Treasure) • D) Attorney General

  5. Hamilton’s Plan • Hamilton Was for a STRONG Central Govt! • Anti Federalist believed this would limit individual state’s rights! • Issue: Nation’s $52 Million Debt • Hamilton’s Solution – Propose Bonds, and Tariffs to raise revenue for Federal Govt!

Hamilton’s Strategy • Establish National Credit System • Buy political support from the wealthiest Americans • Would enrich investors, who could then build new ships, wharves, storehouses, and factories. ** THIS IS ESSESNTIAL IN ORDER TO CREATE A STRONG FEDERAL GOVT BY CREATING AN INDUSTRIAL AND COMMERCIAL GROWTH**

  9. Interpreting the Constitution • In order for Hamilton to justify his plan, he interpreted the Constitution broadly! (Loose Construction) • Critics were furious because they believed the Constitution should be interpreted Strictly! (Strict Construction) America Must Now Choose A Side! Federalist VS Anti-Federalist!

  10. Thomas Jefferson and James Madison argued that Hamilton was creating a Kingly Government and pointed out that all the factory owners were rich and the workers poor - JUST LIKE BRITAIN!

  11. Whiskey Rebellion • Rural Farmers hates taxes – reminded them of Britain’s taxes • SO – They attacked the Tax Collectors! • Hamilton sent in 12,000 armed militiamen – rebellion was put down!

Two Party System Emerges • Whiskey Rebellion Scared People! • Jefferson & Madison (Anti-Federalist) were alarmed that Hamilton & Washington sent in so many Federalists to crush a rebellion! • Small Political Societies formed to oppose the government! (Anti-Federalist supported these societies) • Claimed that if societies didn’t exist then aristocracy would always triumph and leaders would be immune to criticism & scrutiny!

  14. Political Parties Compete for Power • Federalist VS Democratic Republicans • (Hamilton & Washington VS Madison & Jefferson) • Americans believed: • Federalist represented the few and elite • Democratic Republicans offered more social mobility!
