Introduction • What is a constitution? • Plan/blueprint/rules of a gov’t • US constitution is in National Archives • Why did the Articles of Confederation fail? • Didn’t give enough power to central gov’t- states had too much • What is a limited gov’t? • Gov’t does not have all power • Unlimited- Gov’t has all power (communism) • Federal system- 50 States and Congress Separation of powers- 3 Branches Checks and balances- One branch can check another branch 5. Impossible to have a dictatorship? (7 Words from Vocab Activity) Checks and balances

  3. II. Preamble • Where is the Preamble found? • It’s the first paragraph of the constitution • It explains what the const. is going to do • “We the people”

  4. I. ARTICLE ONE • Congress- House of Senate • Legislative Branch- Makes laws

House of Representatives • Lower house • Members are elected by the people • Term- 2 years • Qualifications: • 25 years old • Live in the state which elects you • US citizen for 7 years • Leader of the House- The Speaker • Members select who they want as their speaker • Only ones who can vote are the majority (More republicans means republicans vote) • Members: Number based on Population (IL would have more representatives over Rhode Island) 435

The Senate • Upper House • 2 from each state • elected by the people • 6 year term • Only 1/3 run for election at a time • No term limits- only president has term limits • Qualifications: • 30 years old • Elected in state they live • Citizen for 9 years • Leader of Senate- Vice President- Called President of the Senate • He only votes on bills if there is a tie • Pro Temp (If Vice Pres is unable to be there) • 100 Senators (Every state gets 2)

Impeachment • Accusing someone (public officials) of wrongdoing • Only the house of representatives can vote on impeachment • Senate holds the trial • When President is tried, the chief justice of supreme court is judge • Vote necessary to convict- 2/3rds • Punishment: removed from the office • HISTORY- Who impeaches and who hold trial? • HI house impeaches • ST senate trial

  8. Impeachment Continued • No president has EVER been removed from office • Andrew Johnson and Bill Clinton have been impeached though • Nixon- 1972 Watergate Scandal • Was not impeached because he resigned • Ford- pardon • Congressmen cannot be impeached

  9. III. Sections 4-9 • Time, place, for holding elections • States decide • A congress session lasts 2 years • Today, we are in the 113th session of congress (‘13-’14) • January 3rd is the first meeting • Meets at least once a year • Read sect. 5 and do #3 - #6 on study guide
