  1. Rule 2: Officials & Their Duties Game Officials: • Two-Person crew: Referee and Umpire • Three Person crew: Referee and Two Umpires • Table Officials: Scorer & Timer (Recommended to be seated next to each other)

Officials' Jurisdiction • Begins when they arrive on the floor • Shall be on the floor at least 15 min. prior to start time • Extends through all live ball, dead ball, timeouts & intermissions • Final score is approved and the jurisdiction ends when all members of the floor officials have left the visual confines of the playing area • Officials shall make decisions for infractions of the rules committed during the game • Video replay allowed in State Championships per State Association Permission

Rule 2-2-1 A state association may permit game or replay officials to use a replay monitor during state championship series contests to determine if a try for goal at the expiration of time in the fourth quarter or any overtime period (0:00 on the game clock) should be counted, and if so, determine if it is a two- or a three-point goal.

  4. Referee’s Pregame Duties • Inspect & Approve all equipment • Designate Official time piece & timer • Designate Official Scorebook and Scorer • Have each team notified 3 min. before game time • Meet with each Head Coach for uniform & equipment verification & sportsmanship disclaimer.

  5. Referee’s Duties During Game • Toss the ball for all jump ball situations • Administer throw-in to start second, third & fourth quarters • Decide whether a goal shall count if officials disagree • May declare forfeit • Decide matters upon which scorers & timers disagree • Make sure AP (alternating possession) arrow is pointing in the correct direction to begin third quarter • Approve final score

Officials’ General Duties • Conduct the game in accordance with the rules • Put the ball in play • Determine when the ball is dead • Administer penalties • Grant time-outs: imaginary rectangle designates the area to be used for time-outs. • Beckon substitutes • Count seconds (silently & visibly) to administer throw-ins, backcourt & closely guarded

  7. Additional Duties • Penalize Unsportsmanlike Conduct • Penalize & Disqualify Flagrant Conduct • Remove Players Who Have Fouled Out • Determine When a Player Is Apparently Unconscious

SCORERS’ DUTIESMust wear stripes! • Keep a record of the name, numbers, starters & team members • Notify an official when there is an infraction of the rules regarding the scorebook • Record fouls personal and technical on each player, team member, Coach and bench personnel. • Immediately notify an official when a player, team member, coach or bench personnel is disqualified due to fouls • Record time-out information (who & when) • Notify a team/coach, through an official, when its final allotted time out is charged

SCORERS’ DUTIES • Record jump ball (held ball) situations and be responsible for the AP arrow • Record all official warnings in the scorebook • Notify officials when a team is granted an excessive time-out • Signal when a team is in the Bonus/Double Bonus • Constantly be comparing records with the other scorer

SCORERS’ DUTIES • Scorer’s Mistake(s) • If the mistake cannot be found, referee will accept record of official book (unless he has knowledge to the which permits him to decide otherwise) • Scoring discrepancy – referee goes to Progressive totals in official book • Bookkeeping mistakes can be corrected anytime until score is approved • Scorebook of home team is official book unless referee rules otherwise • Scorebook shall remain at the scorer’s table throughout the game

Timer’s Duties • Be provided with a clock for timing quarters, extra periods and Intermissions. • Be provided a timing device for time-outs and other intervals of time. • Time quarters, extra periods & intermissions • Time – timeouts • Properly start/stop clock • Sound warning signal 15 sec. before expiration of an intermission & another signal 15 sec. Later • Sound warning signal 15 sec. before the expiration of a 30-sec. time out & another signal 15 sec. Later • Sound the horn 15 seconds before the end of 20-sec. for replacing a disqualified player, injured player or player directed to leave the game • Properly start timer

Timer’s Duties • If the horn fails to sound or is not heard the timer shall find a way to notify the referee • If the timer(s) agree that time expired before ball was in flight…the goal shall not count • If the timer(s) agree that the quarter/extra period ended before the foul occurred…the foul shall be disregarded (unless flagrant/intentional) • If timer(s) disagree…the goal shall count and/or the foul shall be penalized unless the referee has knowledge which alters such a ruling

  13. Rule1-14; 5-6-2 When a red light behind the backboard or an LED light on the backboard is present, it is permitted to signal the expiration of time in the quarter/extra period. If no red/LED light is present, the audible timer’s signal will continue to signal the expiration of time.
