  2. Focus of Presentation • Brief overview of CRSF by categories of outputs • Review of assigned responsibilities within the architecture of PANCAP • Activities of PACC to date • Recommendations of PACC with policy implications

  5. Activities of PACC to Date • Three Ad hoc Meetings held between March and May 2009 – GF Round 9 Proposal • First Formal Meeting held on 19 July 2009 • Review TOR • Review membership • Develop strategic guidelines for effective functioning • Initiate CRSF Biennial Operational Planning Process To provide creative and dynamic services to PANCAP to enhance the regional response to HIV and AIDS

Revised TOR for PACC • Coordinate the development of operational plans for each Priority Area in support of the implementation of the CRSF; • Facilitate communication and collaboration among Regional Support Agencies within each Priority Area; • Coordinate and monitor the implementation of the CRSF • Operational Plan; • Monitor overall progress of the CRSF goals; • Advise the RCM on resource needs in relation to the • implementation of the CRSF and recommend strategies for resource mobilisation; • Submit regular reports to the RCM on the implementation of the CRSF; and • Ensure the evaluation of the impact of the CRSF. To provide creative and dynamic services to PANCAP to enhance the regional response to HIV and AIDS

  7. Membership Considerations • Representatives of regional institutions should be accorded standing membership • Forum of CMOs should be included • A leading expert in the field of prevention should be included • An independent and experienced expert should be included to provide balance • Consideration may be given to PEPFAR representation • Representation from CAREC and CARPHA may be considered as their future roles became clearer • Inclusion of Deputy Chair of RCM as a standing member To provide creative and dynamic services to PANCAP to enhance the regional response to HIV and AIDS

Institutional Arrangements • Meet at least once quarterly for the purpose of executing its mandate and functions • Prepare comprehensive bi-annual progress reports on the implementation of the CRSF for the consideration of the RCM • Co-opt technical experts on an ad-hoc basis to advance the execution of its functions • The PANCAP Coordinating Unit will provide technical support to the PACC and will also serve as its Secretariat

Biennial Operational Plan, 2010-2011 • The plan period should be 2010-2011 • BOP should define: Objectives Outcomes Activities with timeframe, budget and implementing RSA • RPG&S to be pursued during plan period identified • RSA with comparative technical advantage should lead planning around CRSF – PCU (PA 1&2), PHCO (PA 3&4), UWI (PA 5), CHRC (PA6)

  11. Next Steps • Preliminary Draft Plan to be completed for presentation to 13th Meeting of RCM • Draft Plan for completed for presentation at 9th AGM • BOP finalized at Second Formal Meeting of PACC – 26-30 Nov 2009 • Official commencement of implementation of BOP – 1 Jan 2010

  12. The Meeting is asked to: • Endorse the overarching function of the PACC as that of strategic management and technical oversight in the planning, monitoring and evaluation of projects and programmes in support of the CRSF; • Approve the recommended expanded Terms of Reference of the PACC; • Approve the re-constitution of the membership of the PACC as recommended; • Appoint a new Chair of the PACC; • Approve the Plan of Action for the completion and implementation of the Biennial Operational Plan, 2010-2011.
