  1. Cooperation of Transmission System Operators in ENTSO-E(ENTSO-E = European Network of Transmission System Operators (TSOs) for Electricity)Securing Energy Supply – How to better protect energy networks from disruptionsBratislava, 10.10.2014Dipl.-Ing. 2. Dipl.-Ing. Kurt Misak Head of department Security of Supply Member of ENTSO-E WG Critical Systems ProtectionConvenor of national WG Security of Supply, large scale incidents and crisis scenarios Tel.: +43 50 320 56306 (Fax: +43 50 320 156306)Mobile: +43 664 828 50 77mailto: kurt.misak@apg.at Austrian Power Grid AGWagramer Straße 19, IZD Tower, A-1220 WienFirmenbuch: FN 177696v; HG Wienhttp://www.apg.at Cooperation of Transmission System Operators in ENTSO-E

  3. 1) ENTSO-E = European Network of Transmission System Operators for Electricity International cooperation – the ENTSO-E1) • The Transmission Gridswithinthe Regional Group Continental Europe (RG CE) aredirectly (synchronously) interconnected • Strong interdepenence and supra-regional importanceoftheoverallsystemstability • Basis of international Cooperation: • „Operation Handbook“ of ENTSO-E (8 Chapters, so called „Policies“) • Bilateral Inter TSO Agreements (ITA) (dataexchange, businesscontacts/SPOCs, severalsettings, bilateral obligations) • Common Simulator Sessions • Regular, international meetingsforcoordination(ENTSO-E, bilateral, inter-disciplinarygroups) ENTSO-E members: 41 Transmission System Operatos (TSOs) from 34 countries ~ 500 mil. people Cooperation of Transmission System Operators in ENTSO-E

  4. Structure of ENTSO-E with several working/subgroups The structure of ENTSO-E reflects the complexity of the TSOs‘ topics! Cooperation of Transmission System Operators in ENTSO-E

  5. UCTE System-Split 04.11.2006 The History of the „Operation Handbook“ Volatilities of Market and Renewable Energies „Dry“ Summer 2005 withoutages and disturbances in GB, FR, GE, … The „proved but old“ rules of securesystemoperationhadtobeadapted: • Agreed (common) standards • Unification • Legallybinding Italy – Blackout 28.09.2003 Summer 2002 in Scandinavia (Supply for peakloadsince 1996 onlyby Demand Side Response) Cooperation of Transmission System Operators in ENTSO-E

  6. Common security standards in Europe –the Operation Handbook of ENTSO-E RG CE (Continental Europe)  Agreement to comply by signing a „multi-lateral agreement“ (MLA) • Load-Frequency Control and Performance • Scheduling and Accounting • Operational Security • Co-ordinated Operational Planning • Emergency Operations • Communication Infrastructure • Data Exchanges • Operational Training 8 chapters („Policies“) obligation to comply  Penalties up to 5 million € !  Valid only for TSOs within RG CE (Regional Group Continental Europe) Regular checking of compliance by a strict„Compliance Monitoring and Enforcement Process“ (CMEP) (each TSO at least once in 5 years; after on-site audit 2 years „protection time“) Cooperation of Transmission System Operators in ENTSO-E

  7. Simulator trainings e. g. at company „DUtrain“ (Duisburg/GE)(for electricity and gas sector) Source: DUtrain • Up to 30 participants • Different trainings types • TSO-TSO • single TSO • TSO-DSO • TSO/DSO/Power Plant Providers • Possibility to train most of the critical grid systems together with partners (networking!) Cooperation of Transmission System Operators in ENTSO-E 7

  8. Regional Security Cooperation Initiatives(RSCIs  Art. 12 und 15 der VO (EG) 714/2009) CORESO= COoRdinationof Electricity System Operators TSC=TSOSecurity Cooperation • Exchange of experiences on inter-TSO remedial actions using state-of-the-art data flows • Share knowledge and expertise gleaned through system monitoring  • Develop and implement new multilateral procedures and remedial actions, and thus maintain high system security levels  • Develop proposals for improving the functionality of the new, shared IT platform • Operational security & large-scale renewables integration • Development of the EU IEM • Off-shore wind farmson the Channeland North Sea • DC cables across theChannel and the North Sea(UK, NL, BE) Cooperation of Transmission System Operators in ENTSO-E

  9. (currently 12 TSOs) TSC – TSO Security Cooperation Regional Alarm and Awareness-System (RAAS) CTDS – prinziple GE • Common Tool for Data acquisition and Security assessment („CTDS“) • Daily video conference with participating TSOs, exchange of experience via modern computer systems • Exchange of information via real-time monitoring system (awareness system) • Development and implementation of innovative multi-lateral processes and actions for optimised system stability The awareness system has been approved since 2007 and is improved by continuouscoordination of all participating TSOs within TSC! Cooperation of Transmission System Operators in ENTSO-E

  10. European legal rules – “Network Codes” Cooperation of Transmission System Operators in ENTSO-E

  11. ENTSO-E‘s work on physical security (1) • Working groups CSP (Critical Systems Protection) and CSEG (Cyber Security Expert Group) • Security experts from more than 15 TSOs (out of 41) in ENTSO-E • Working together on improvements, awareness, building common knowledge, exchange of experience, surveys about security issues • Paper regarding “Consideration of HILF & implementation of EPCIP directive” • Getting knowledge about the different views on “High Impact – Low Frequency” events in Europe • Assessing the different stages and problems in implementing the EPCIP directive Cooperation of Transmission System Operators in ENTSO-E

  12. ENTSO-E‘s work on physical security (2) • Paper for “Risk mitigation practises regarding physical protection issues” • Getting an overview and sharing knowledge about good (and bad!) practises for security measures and risk assessment methodologies • Building awareness about the different threat scenarios in different countries in the ENTSO-E area • Sharing the status of intrusions/burglaries at different TSOs within ENTSO-E • Dealing with the topic “minimum security standards” Cooperation of Transmission System Operators in ENTSO-E

  13. Thank you for your attention Cooperation of Transmission System Operators in ENTSO-E
