    28. In the implementation of the ISAD Plan, the utilisation of ICTs will be a critical element. This does however pose some challenges e-Skills Robust, reliable and affordable ICT infrastructure Developments to address the above challenges: e-Skills: PIAC recommended the establishment of an e-skills council Established the e-skills Working Group, chaired by Professor Maredi Mphahlele of the Tshwane University of Technology to support the work of the e-skills council 28 Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development CLOSING REMARKS (1)

As mentioned at the beginning, we realised that South Africa needed an explicit, strategic national shared vision, a clear, comprehensive, integrated and aligned framework and; the institutional means to strategically co-ordinate the implementation of such a vision, to effectively monitor, evaluate its impact and review progress.
