After Plaque in 1995 the dirtiest city of India under the able leadership of Sri. S.R.Rao became the cleanest city in the country in less than 18 months. And that right there may be the lesson for India — even if it is bittersweet. Ignorance is bliss till tragedy strikes. 3 Lakh people fled fearing quarantine. More importantly those who stayed back cleaned up their act. Government works. But only if people make it work!

Municipal Solid Wastes (Management and Handling) Rules, 2000 were published under the notification of the Government of India in the Ministry of Environment and Forests number S.O. 783(E), dated, the 27th September, 1999 in the Gazette of India, Part II, Section 3, Sub-section (ii). MSW Rules 2000 are applicable to every local body and they are responsible for collection, segregation, storage, transportation, processing and disposal of municipal solids. The policy mandates the ULBs to; • Keep “Wet” & “Dry” waste streams separately • Doorstep collection of segregated “wet” waste • Organic / bio-degradables to be Composted • Inorganics / Recyclables – assist informal sector recycling value chain • Compost Rejects, Hazards & Inerts only to be Landfilled* * As per CPCB guidelines ULBs can do away with landfills by following Zero Waste initiatives
