Unification History • Pre-unification, two separately governed, but commonly administered, districts: Turlock Joint Elementary School District and Turlock Joint Union High School District • Each board was comprised of five members elected at large • Unification of the two districts led to the formation of a seven member board elected by an at-large vote from within the boundaries of the former Turlock Joint Union High School District. • The unification was effective July 1,2004 • The unified district also serves two component K-8 elementary districts: Chatom Union School District and Keyes Union School District

  8. Election Change Process • The governing board adopted a resolution seeking to change from at-large to by-trustee area voting (January 19, 2010) • The County Committee approved the election change following a public hearing (December 15, 2010)

  9. Election Change Process (Con’t) • Using 2010 census data, the district draws proposed trustee area maps for seven trustee areas • The District holds public hearings and gathers input on the draft trustee area maps

  10. Election Change Process (Con’t) • The school board selects a final trustee area map and seeks approval of the County Committee • The County Committee holds its second public hearing and approves the selected map

Election Change Process (Con’t) • The District seeks a waiver from the State Board of Education eliminating the need for an election to obtain voter approval of the changes • The District seeks approval of the election changes from the United States Department of Justice • Once all approvals are obtained, final documents are given to the Stanislaus and Merced County Committees and the County Election Clerks

  12. Election Timelines • January 19, 2010: Board approves election change • December 15, 2010: County Committee approves election change • April 2011: 2010 Census data released • June 2011: Trustee area maps finalized • Winter 2011: SBE waiver obtained

Election Time Lines (2011-2013 Con’t) • Spring 2012: Second County Committee hearing to approve the final trustee area map • Winter 2012: DOJ approval obtained • July 8, 2013: Final deadline for submission of documents to the elections departments of Merced and Stanislaus Counties (120 day rule). • November 5, 2013: Initial election by trustee areas
