Local scheme assessment

Local Scheme Assessment

  • A decision aid, NOT a decision maker

  • Suitable for assessing local schemes of any size (in terms of cost, and magnitude of impacts)

    • Can run a ‘mini-NATA’ if desired

  • Will help to prioritise schemes contributing to an objective, or set of objectives

    • Can also compare projects contributing to different objectives

  • Excel assessment matrix

    • Indicators represent national, regional and local objectives

    • Authorities can pick and mix from our set, and/or add their own

    • Authorities weight indicators, then assess impact of project(s) using Likert scales

    • Weight and scale combined to give prioritisation

  • Other sources

    • Government policy:

      • NATA

      • LTP guidance

      • Best value performance indicators (BVPI)

        • Offers guidance on local indicators

      • Accessibility

    • ITS projects looking at journey quality, indicators and modelling indicators

  • Indicators need to be disaggregated

    • E.g., Greenhouse gases, local air pollution, noise, green space… not just the environment


Weighting and impact assessment

Weighting and impact assessment

  • Weight indicators according to local priorities

    • LTP likely to be a starting point

  • Weight each indicator on a scale of 0 – 5

    • 0 being irrelevant

  • Assess impact of scheme on scale of…?

    • 1 to 4 (no mid point forces a –ve/+ve decision, neutral isn’t an option)

    • 1 to 5

    • 1 to 7

    • 1 being minimal impact

    • 0 weighted indicators should not be assessed

  • Multiply weight by impact assessment to obtain value

    • Low value: project may not be worthwhile?
