About EUROGI: Profile • Celebrating 15 years of activities in 2009 (establ. 1994) • Established as a Foundation (‘Stichting’) under Dutch law and the patronage of European Commission • Core membership by national representation • 23 members – Network of networks – • Collectively representing more than 6500 organisationsAll sectors: Public, Private, Academy, ... • Inclusive – Open to the participation of all stakeholders • Broad European coverage through members and projects • Member centric organisation focused on GI usage • Long time committed to INSPIRE directive • Continuously collaborating with EU/EC and other Associations (MOU) • Policy oriented, Awareness raiser and Capacity builder

  5. Spatial data = focus of ‘90ies in EUROPE INSPIRE PRINCIPLES 1. Spatial data have to be stored, made available and maintained at the most appropriate level. 2. It should be possible to combine spatial data from different sources across the community in a consistent way and share them among several users and applications. 3. It should be possible for spatial data collected at one level of public authority to be shared among other public authorities. 4. Spatial data are made available under conditions which do not unduly restrict their extensive use. 5. It should be easy to discover available spatial data, to evaluate their suitability for a given purpose and to know the conditions which apply to their use.

INSPIRE is a complex action because: • GI is pervading the public administration and e-gov ; • Different stakeholders, subjects, functions and models are co-existing; • It is moving from the IR ( Implementing Rules) to DS (Data Specifications)….and to GUIDELINES ! • Changes in attitude and practices expected by INSPIRE need to be encouraged and fostered; • Involvement of different levels, from European to local level ( EUROGI discovered issue !) • Resources are needed to sustain SDIs ;

INSPIRE needs to be complemented because: • EC relevant GI goals (politically, technologically, socially) need appropriate support; • The public and private sectors, by themselves, are imperfect; where the interaction between public and voluntary sector is high the climate is most favorable; • The complex mechanisms of implementation need help: cooperation and collaboration of different entities can improve this process; • Voluntary sector rooted in society may be better placed to help changes with dissemination activities; • Umbrella organizations can provide intellectual and operational leadership over the characteristics of the specific country.

Projects • EURADIN project for the infrastructure of European addresses (2009- 2010 ) To significantly contribute to harmonizing the European Addresses, it will promote the creation of new added value products and services across Europe. • ESDInet+ • Identify and document relevant existing local, regional and national SDI initiatives • Determine common problems and good practice solutions • Focus on Sub-national SDI • PLAN4ALL • The project Plan4all will be focused on the harmonisation of spatial planning data based on the existing best practices in EU regions and municipalities and on the base of results of current research project.

ECOSOC resolution July 2010 'The Economic and Social Council, recalling resolution 7 of the eighteenthUnited Nations Regional Cartographic Conference for Asia and the Pacific,in which the Conference requested the Secretary-General to initiatediscussions and prepare a report, for a future session of the Council, onglobal coordination of geographic information management, and recallingdecision 41/110 of the Statistical Commission, in which the Commission requested the Secretary-General to prepare a report for the Economic andSocial Council outlining a global vision for geographic information management, decides to request the Secretary-General to submit to theCouncil at its 2011 substantive session a report on global geographic information management under the sub-item entitled "Cartography".(E/2010/L.23)

  18. Issues for discussion • Should the GI ( Geospatial or Geographic) still be the focus of attention ? • Does GI still play a role in the development of society ? • Which are the main drivers of possible development ?

Scientific approach • As Galileo “ INSPIRE “ in the center ; • As KANT I will use categories : • GI actuators : land ,property, agriculture, infrastructures, cadastre , environment • EUROGI is allowing to me to do this because is the “gymnasium of GI thinking and acting “ among professionals, NGO, institutions, industries .

SPATIAL PLANNING as glasses to observe the reality and • Is GOOGLE precise ? ----- NO • Is google appreciated ? ---- YES • Is GOOGLE mis-used ?----- OFTEN • Semantic is addressed in GI ?--- NO • GI pervades e-government services ?-- NOT YET • Do we have easy to use geo-services ? - Not or not enough • Is GI within DIGITAL AGENDA of EC? - not clearly • Society and use of GI change rapidly !
