  5. LAA’s and NI’s • PSA 16-socially excluded adults • Offenders under supervision in settled accommodation • Offenders under supervision in employment • Adults with learning disabilities in settled accommodation • Adults in contact with secondary mental health services in settled accommodation

  6. Education and Employment • Working age people on out of work benefits • Learners achieving a level 1 qualification in literacy • Working age population qualified to at least level 3

  7. Children and Families • Emotional health of children • Children who have experienced bullying • Narrowing the gap in the Early Years Foundation between bottom 20% and rest • Proportion of children in poverty

  8. Substance Misuse • Drug related offending rate • Alcohol-harm related admissions to hospital • Drug users in effective treatment

  9. Health • Fair treatment by local services

  10. Voluntary Sector • Participation in regular volunteering • Creating an environment for a thriving third sector
