  2. Background • In 2009, the Justice Center Annex used 9,224,112 gallons of water, costing $87,318.21 • The cooling tower is exposed to atmosphere causing the water level to evaporate. • The outside air (OA) unit drains condensate continuously. The rate of condensate depends on outside humidity.
