  2. What we aim to do ? • Form a group of “post-carbon” cities/experts • 2. Provide a working paper with the first embryonic vision of the • “carbon-free” city, based on desk research • Develop a first online DELPHI round + Workshop with the cities/experts • group • Develop a second online DELPHI round with cities involved in the application of • quantitative tools (TIMES urban model), to discuss simulation results • Contribution to Deliverable D1.1 and D1 – Cities and land use in post carbon • societies

Analysis of drivers underpinning urbanisation schemes (Working Paper) • KEY URBAN POLICIES: • Land use and transport (accessibility planning) • Energy planning • GHG reduction measures • KEY EXTERNAL DRIVERS: • Population: growth, ageing, • household size, immigration, etc. • Economy: GDP growth, • dematerialisation, globalisation, etc. • Technology: ICT, new transport and • energy technologies etc. • Social: Income distribution, time use • budgets, etc, • URBANISATION PATTERNS: • Urban sprawl • Network of cities • Compact city • Sparse settlements • KEY IMPACTS IN FOCUS: • Transport • Energy • Environment (GHG and other emissions)

This will help to validate our analysis, identification of urbanisations scenarios, post-carbon cities features, etc.

  7. Key questions to the cities/expert group (DELPHI survey)/2 2. We have defined different urbanisation schemes up to 2050. They show where the population will mostly go to live, work, study, shop, enjoy … according to four basic land use change patterns - Which urban form fits best to your city context and/or strategy and why? - Which land use, transport, energy changes you think may facilitate most the post carbon transition in your city/region? - Do you like to cooperate to develop a PACT scenario application in your city/region, e.g. by providing data, using our outcomes in support of strategy development, etc. This may help to establish a more permanent link between PACT and cities Interested to post carbon developments

European Green Capital Award Cities STOCKHOLM: target to reduce GHGs down to 3 tons CO2e per head until 2015 and to become fossile fuel free city by 2050 HAMBURG: committed itself to reduce CO2 emissions by 40% until 2020 and by 80% until 2050 MUNSTER: decided to cut CO2 by 2020 and to achieve 20% share of renewable energies in communal energy supply FREIBURG: target of 40% reduction of CO2 by 2030 OSLO: the city target is to reduce CO2 emissions of 50% by 2030 BRISTOL: voluntary target of 60% reduction in CO2 emissions by 2050 from 2000 baseline COPENHAGEN: set the goal of reducing the 2005 level of carbon dioxide emissions of 20% by 2015

  11. OTHER SOURCES TRANSITION TOWN: a grassroot movement aiming to spread Energy Descent Action Plans, started from Rob Hopkins in the city of TOTNES (UK) and now engaging about 170 cities. CONVENANTS OF MAYORS & EUROCITIES Declaration on Climate Change: Under the umbrella of the EU Climate Change Policy, brings together some 120 cities across Europe to go beyond the objectives set by the EU for 2020, reducing the CO2 emissions by at least 20% through the implementation of Sustainable Energy Action Plans. European Society for Ecological Economics: novel research community with a network of 25 national contact points and a linkage established with CSOs through the FP7 project CEECEC (Civil Society Engagement with Ecological Economics). ENCI – LowCarb FP7 project (see next slides).
