Recalling: Task AR-07-03: Global Geodetic Reference Frames “Ensure the availability of accurate, consistent, homogeneous, long-term stable, global geodetic reference frames as a mandatory framework and the metrological basis for Earth observation.” Goals: User requirement coordination: Establish a comprehensive GEOSS database of user requirements concerning georeferencing and geodetic reference frames by identifying, describing and establishing links to relevant user communities in the nine societal benefit areas and conducting appropriate surveys. Georeferencing: Ensure the availability of appropriate global geodetic reference frames for GEOSS. Task proposed by International Association of Geodesy (IAG)/Global Geodetic Observing System (GGOS)

Task Progress and Status: Task Sheet Updated on May 10, 2007: Work description unchanged POC: IAG/GGOS (Hans-Peter Plag) Lead organization: IAG/GGOS Current contributions: - Germany - CEOS - IAG/GGOS - Korea (new member) - Italy (new member) - U,K. (expected to become member) Additional contributions: - Through GGOS 2020: more than 40 Experts (including IGOS-P, GLOSS, GOOS, GCOS) Deliverables in 2007: GGOS 2020 Reports GGOS 2007 Workshop

  4. Task AR-07-03 is on the list of Early Achievements to be included in the Report to the EOS in November 2007 (see one-page Early Achievement report)

GG S 2020 GGOS 2020: The Global Geodetic Observing System: Meeting the Requirements of a Global Society on a Changing Planet in 2020 • Output: Two documents: - Strategy document: short document for politicians, decision makers, funding agencies - Reference document: long, comprehensive document with all the user requirements and details of GGOS in 2020 mainly for those actually doing the work • Status: Version 0.17 of the Reference Document released on May 10th for internal review in IAG and Task Team • Schedule: Needs to be discussed in the ADC!

GG S 2020 • Goal: Prepare GGOS 2020 documents for endorsement by the GEO Plenary in November 2007 • Proposed Schedule: - Internal (Task and IAG) hearing deadline June 20, 2007 - Final drafts available July 1, 2007 - July 1 - July 20: Hearing in the GEO ADC (by e-mail), with the goal to get the okay from ADC for external hearing phase (this is required by the GEO Secretariat in order for them to distribute the document for hearing); - July 20 - August 25: External hearing phase; - August 25 - August 31: Final editing; - September 12-13: Formal endorsement of documents by the ADC during the ADC meeting in Washington, DC; - September 14-25: Potential edits requested by the ADC; - September 25: Final documents available for GEO Plenary.

Actions for the ADC • Discuss proposed schedule for the GGOS 2020 documents: Goal is to have the documents ready for consideration by the GEO Plenary in November 2007procedure for endorsing the GGOS 2020 documents Pending Action from ADC-3: • How to describe/store/catalogue the User requirements (User needs utility)? Development since ADC-3: • Discussion is in progress in UIC and the U.S. GEO UIC group • Proposal to be submitted for consideration by ADC-5 GG S 2020
